Following for Director of Gonmnications, Foreign

Office, from the Chairman, Research Committee.
Many thenks for your letter of 31st May enclosing
Agenda for proposed North Atlantic (Sigint) Communications Conference.

It only reached me on the 13th of June.
we discussed the Agenda in C.H. Committee yesterday

and, while we feel the Agenda is satisfactory, we were of the opinion
that as most of the items concerned the United States as well as our­
selves, there would be a good deal of morit in having a tri-partita

conference to deal with all the items at one time.

I presume, for

example, that a decision on Ite 4 would definitely have to have the

agreement of the United States authorities, as in the case of a number
of other items.

Item 8 certainly affects the United States directly

and we would be somewhat loath to go ahead with plans which would be

subsequently altered by further discussions with the United States

authorities.
If the Americons are included we would favour a conference

on this side of the Atlantic.

I would be grateful if you would let me

know at your earliest convenience your reactions to this proposal. As
the time is now getting short to meet your proposed dates of the conference

In July, our only inclination is to postpone the date to later in
the surer or early in the sutumn.

However thia, I think, would

depend on your reactions to our proposal that the conference be

conducted on a tri-partite basis.

As I shall be away myself until the 4th of July, M.

George will be dealing with my work in my absence and I should be

grateful if you would address your reply for his attention.
