On October 16 Mr. Sichel wrote to Mr. Glazebrook"

" progress of the Yugoslav recruiting mission which has been set
up in Windsor, Ontario, under Colonel Savich. I spoke to " . 1 . .
Major Leal, Liaison Officer with the Foreign Forces, about ! ' P
this yesterday. Leal had recently made a brief tour of "7 V

The Yugoslav camp is to be part of the Polish camp

-•at Windsor. In spite of the fact, however, that Yugoslavia has' been declared a foreign force under the Foreign Forces
Order, no action has yet been taken to recruit Yugoslavs in
:
Canada. 1 'Major Leal attributed this to the fact that the,.
Yugoslav Minister himself was not particularly interested in , ..
this project and- that Savitch had been given very little support ■'
from Ottawa. ■ Colonel Savitch had previously been in Washington
under Radoycich, the Yugoslav Military Attache in Washington.
I asked whether Savitch was contemplating recruiting
activities among Croats and Slovenes in Canada,. and he said that,
on security" grounds and because of Savitch's intense dislike of
most Croats,. this was not likely. He described Savitch- himself
as a person who was wholly miseast in his.' present role ’ of
recruiting officer. He was, he said,. a "conspirateur", and
that he would be more useful blowing up bridges in Yugoslavia
than in recruiting a handful of Yugoslavs in Canada •
