My dear Sichel,
With reference to your undated letter
which reached me yesterday, I am sending you., herewith,
as samples, the following documents:

applicants for Certificates of Identity
showing the information which they
must give:

A sample copy/of the Certificate of
Identity, itself; and
The form of Passport Application which
must be filled out by the applicant.

in respect of the eight men presently
in Toronto, I don’t know how far it will be possible
for you to furnish the information which is normally
required before a certificate can be issued. The
Assistant Under Secretary of State who is responsible
for the issue of these certificates appreciates the
special circumstances in these cases and will be
prepared to meet them* I would suggest that Tommy
Drewbrook vouch for these eight applicants*
The question of issuing Certificates of
Identity in lieu of passports to the two who are
Canadians presents difficulties. Mr; Beaudry, the
Assistant Under Secretary, is prepared, however, to
consider the matter and he may be able to meet your
wishes when he has received the details. You might
let me know how important this is.
