It has been decided to assign Herbert Norman to the Commission during its stay in Japan and to have him return, to North America with them. Would you there- fore please take the following steps: (a) Inform G.8 that it will be necessary to him recall from his present work when the Commission reaches Japan. It will be recalled that the duration of his stay was left unsettled. Our appreciation should be expressed for the opportunity afforded to Norman to participate in this work and our regret that our own urgent needs make . it necessary to withdraw him. (b) Advise Normen of this decision through the most convenient channel, telling him that instructions will be sent later. (c) Notify the Secretariat of the Far Eastern - Advisory Commission, adding that we are considering the advisability of sending out, in addition, an expert in the economic field and possibly a stenographer.
