Message from Peter Wilson.

After hearing from you about the proposed job in

the Philippines, I went to discuss the matter with Rigby.
Rigby is very keen that G-2 and ourselves should
form an integrated unit which will be sent to Japan to

advise the American Security and Intelligence authorities

on counter-espionage work, basing our advice on top secret
and other source's/ 1 went with Rigby to discuss the

project further with Gibson and Carter Clarke, both of
whom are in complete agreement with Rigby on this point.

Gibson and Rigby feel that McArthur will

not be able to run Japan as he ran the S.W.P.A. Command

and that he will have to give way on this matter.
To sum up:

It is not certain that the project

will materialize but, if it does, it would be an

enormous advantage if G-2 could be told that External

Affairs were willing to release you for this work for
a certain period, say 3 months.
