Huclear Acquisition Agreement
Further to our discussion this afternoon,
1 would suggest that your paragraph be reworded to
read as follows:
"Authorization fir
f&amp;r the use by Canadian Forces
of the nuclear warheads covered by this Agreement subsequent to their release in accordance
with paragraph 3, will be the responsibility
of the Government of Canada."
I have suggested this language for two
reasons:
(a) It seems to me that the authority which the
Canadian Government wishes to reserve for
itself is limited to whether or not the
weapons should be used and is not intended
to deal with the question of how the weapon
is to be used. This latter decision would
seem to me to be the responsibility of the
Commander of the formation under which the
Canadian Force is serving.

(b) I inserted the words "by Canadian Forces" because
I can envisage a situation in Europe where you
might have a common pool of weapons available to
be drawn upon by a number of national contingents
each equipped with an agreement similar to the
one we propose.
