I attach for your consideration a telegram (^ ^. o
of instruction on the above subject to our Ambassador e-Ay

in Washington. I have discussed this telegram with
Mr, Bryce, who has agreed that, as drafted, it represents the decisions taken on the storage question at
last week's Cabinet meeting.
The text of the "negotiating draft" which
was approved by Cabinet last week and with which
you are familiar, will be sent to Mr. Heeney at the
same time as the attached telegram.
I should be grateful if you could let me
know as soon as possible if the attached telegram
accords with your understanding of Cabinet's
decisions on this storage question.
