EXCHANGE OF NOTE COVERING OVERFLIGHT OF CDN TERRITORY BY USAF INTERCEPTERS ARMED WITH NUCLEAR AIR-TO-AIR DEFENCE WEAPONS
THE STATE DEPT HAS WRITTEN TO US INFORMING US THAT THE USA DEPT OF
DEFENCE HAS SUGGESTED THAT THIS EXCHANGE OF NOTES DATED JUN30 BE
DOWNGRADED FROM TOPSEC TO SECRET.WE HAVE BEEN ASKED WHETHER THIS
SUGGESTION WOULD BE ACCEPTABLE TO THE CDN GOVT. IF SO„ IT I S SUGGESTED
THAT WE COULD ARRANGE TO HAVE THE NOTES DOWNGRADED TO SECRET AT A
MUTUALLY ACCEPTABLE DATE.
2 . WE ASKED PARKERCCDN DESK), THE AUTHOR, OF THE LET, WHAT THE SIGNIFICANCE.
OF THE DOWNGRADING WAS.HE SAID THE REASON FOR THE REQUEST WAS PURELY
TO FACILITATE TH£HANDLING OF THE AGREEMENT WITHIN THE USA GOVT—
A TOPSEC DOCUMENT WAS A CWBERSCHE ONE TO HANDLE.PARKER RECALLED THAT
THE ORIGINAL AGREEMENT HAD BEEN CLASSIFIED SECRET.HE ACKNOWLEDGED
THAT THE USA DRAFT OF THE NEW AGREEMENT HAD BEEN CLASSIFIED TOPSEC
AND RECALLED THAT HE HAD SUGGESTED TO THE USA DEPT OF DEFENCE AT THE
TIME THAT IT MIGHT BE PREFERABLE TO CLASSIFY THE DOCUMENT SECRET.
IN ANY EVENT,THE USA AUTHORITIES ARE NOW AGREED THAT FROM THEIR
POINT OF VIEW THIS I S DESIRABLE.MAY WE HAVE YOUR INSTRUCTIONS IN DUE
COURSE.
