Dear General Foulkes:
I am enclosing herewith the revised
text of the negotiating draft for the agreement on
the storage of nuclear weapons at Goose Bay and
Harmon. As you i*ill see, the changes made by the
Prime Minister relate to paragraphs 3, 4 and 6.

The first sentence of paragraph 3 now reads,
"Physical security for the storage sites will
be the joint responsibility of the Canadian
and United States Governments."

The words "and custody" have been removed
from paragraph 4*

—

The word "sites" has been added in the first
sentence of paragraph 6.

Our understanding is that this item
will be introduced in Cabinet by your Minister on
Monday.
