There are no arguments used in the attached summary which have not already been developed at greater length in your earlier memoranda to the Minister on this subject. CIRCULATl 2. There is one further point which I would like to raise at this stage. It concerns the method of negotiation with the Americans. I believe that, because of the importance of this subject in itself and the effect which our proposals could have on Canada-United States relationships, some quite special quality should be given to the first stages at least of the negotiations. The opportunity could be taken to pub before the United States authorities at a high level some of the worries which you have drawn to the attention of the Minister concerning the use of nuclear weapons. An exposition of your concern in this regard would, we hope, lead to a greater understanding on the part of the United States authorities of some of the specific proposals we are likely to make with respect to the storage of weapons at Goose and Harmon, and would prepare the way for proposals of a similar nature which we might make later on when other questions of nuclear storage in Canada are dealt with. • • • <C Ext. 326 (6/56) 001045 q.to.33 (LS) �Document disclosed under the Access to Information Act - REDUiT A. Perhaps the easiest thing to do would be to arrange for a meeting of consultation to deal with this particular subject alone. This would provide the opportunity, if you thought it desirable, to have Mr. Bryce and General Foulkes accompany you. 4. I think that Mr. Heeney would agree with this course of action. In his personal letter to you of August 31, which I attach for convenience of reference, he makes a strong recommendation that we examine frankly with the United States our concern about the present nuclear policy of the Western Alliance. He obviously believes that this would be a better course to follow than a course which "subjects their nuclear proceduiBs to such shackles and controls" as to achieve the result of "a progressively lower level of efficiency in their military forces in relation to those of the Soviet Union". 5.
