It is unlisted and should not be used The Prime Minister and Messrs. Lalonde (PMO), Wall and Beavis (PCO) know it. The Senior Officer on duty should ensure that he is immediately j available at that number at all times. The line will be used as follows: A. WHEN THE OPS CENTRE HAS IMPORTANT INFORMATION (NIGHT - 12 p.m.- 7 a.m.) The Senior Officer on duty should call the Prime Minister through the PM's switchboard (tel. 2-4211) whenever there are reports which he regards as reasonably authentic of: (i) Major new acts by the FL3 (kidnapping, significant explosions, etc.); (ii) New comeauniques from the FIG of major significance; (iii) Any significant statements by the Quebec Prime Minister or Ministers on the FIG operation; (iv) Any other item considered really important, but only after checking with Mr. Ritchie (or, if he is not available, with Mr. Gordon Robertson (PCO) or the Minister); However, unless t h e r e i s urgency in terms of minutes, the officer should f i r s t consult Mr. Roquet. 001972 �- XrOXuX.., .-..lj.lt. 2; - ^ Messrs. Bourassa's office (Mr. de Grandpre) that such calls will begin with the phrase "Ici M.(Mile) Untel: Conformement a la procedure en vigueur pour le (date) octobre, Ie premier ministre Bourassa desire parler au telephone a M. Trudeau". Since it is possible that in a case of great urgency the identifying phrase might be omitted, the Ops Centre should exercise judgment in putting the call through. If there is time, the Duty Officer could hang up and call Mr. Bourassa's office back to verify the authenticity of the call. Mr. Warren of ACT has informed us that this soecial circuit will be in operation at about 1:30 a.m. October 11 between the following points: our Comcentre and the Justice Building,Montreal, Manning the machines at both ends are R.CMP ODerators. 2. The circuit has been laid on so that this department may make arrangements for top-level conversations (by teleprinter) betweeen Federal and Provincial officials when^mmergency situations demand. The concept is to allow frank exchanges of views outside of normal telephone conversations. Routine police traffic of interest to this Department will be handled through the normal channels emoloyed thus far in the operation of this Task Force. PSIS a) The entire Centre is considered a secure area since classified documents are handled and filed ia various sections • The Conference R O C K and the Task Force Registry (projection cubicle) are the most sensitive rooms in the Centre. It follows, therefore, that only authorized persona should bo admitted to the Operations Centre* This rule should bo carefully observed during quiet hours when our staff is at a minimum. b) When British High Commission officers call at the Centre, they should be net at tho entrance to the Centre, eacorted to one of tho FOP offices (where classified documents are not exposed) and conversations with then carried on there. This procedure was adopted ocas tins ago because, while we share considerable information with our British colleagues, a good deal of documentation in tho Contre is ef a C.Z.O. nature, being related to Canadian decisionmaking. 2. This circuit which was brought into operation on October 13 is manned continuously by the Canadian Forces from CFB Valeartier at the Quebec City end who are probably having some difficulty in providing personnel. At the East Block end wo are using all of our limited back-up spare equipment for normal circuits which makes our poeition somewhat critical.
