D i e r / r e MEMORANDUM RESTRICTED PPR December 17, 1970 GLA Cuban Trade Office, Mantreal'- Attempted Police Seareh PDM (fiFTTSld) Havana As you are aware, the Cuban Ambassador, Dr. Jose" Fernandess de Cossio, was called in by the Under-Secretary during the afternoon of December 16 as a result of the Ambassador's report earlier in the day that two police officers had entered the office of the Cuban .e Trade Commissioner in Montreal with the stated intent of searching the premises. Mr. Ritchie expressed regrets that this incident had occurred, but drew to the attention of the Ambassador the fact that a general search was being carried out in that area of Montreal by Montreal City Police and Quebee Provincial Police. The Cuban trade Commissioner's office, located at 3737 boulevard Metropolitain, Suite 1200, Ville St-Michel, is situated in an office building and therefore the officers concerned apparently were merely carrying out their instructions to investigate all offices. 2. The Ambassador confirmed that the report he had reeeived indicated that the two officers, one from each of the forces involved, did not proceed into the office past the public counter. He also confirmed that they were polite and that their conduct waa in no way offensive. When asked to identify themselves, they did so readily and sought information from higher authority. When this was reeeived, they departed without further discussion. Ambassador de Cossio said he fully understood the circumstances and normally would not have made an approach to the Dspartment over such a minor incident. However, in the light of recent events, he thought he should bring this to our attention and expressed his deep appreciation for the fact that the Under-Secretary had called him in eo pron$>tly to explain the matter in full. 3. For the record, it should be mentioned that during the same call Mr. Ritchie handed over the original of Prime Minister Trudeau's letter to Prime Minister Castro expressing the Canadian Government's appreciation for Cuba's co-operation during the Cross affair.
