For ths panel meeting, I expect three sapscts
will cone upi (a) a situation report oa the present status
mt protection arrangements; (b) contingency planning for
heightened protection in the event that Croaa* kidnappers
are surrounded; (c) long tore problems of protection.

Thia ia not covered in Protocol*a paper sent to
the PCO, which deals only with long tern planning. I have
aaked Protocol for rough notes on the present situation.
Theae can be used for sn oral report to the panel.

The meat important aspect of the situation report,
fron oar view point, is ths current proposal by DSS (concurred In by QPP Director St-Pierre) te cat down protective
arrangements in Montreal. The panel meeting will give ue
an opportunity of airing ear views on the subject and of
getting support for our position.

Protection. - Tou agreed yesterday that thia question
ahould be raised in the panel. Ve eoald propone that the EGMP
make an assessment of the heightened protection measures which
night be required in the event the Croaa kidnappera are
located, and diaeaaa their conclusions with DID snd External
Affaire. The matter would then have to be taken up with Quebec,
either at the political lavsl or perhape norm simply on the
police network.

himself with the FM, rather than having lt raised by Mr.
Robertson.
