BARRETT SAID THAT STATE DEPT OFFICIALS AT WORKING LEVEL WOULD
SEE ADVANTAGES INx (1) AND WOULD VERY MUCH WELCOME ANY PRELIMINARY COMMENTS YOU MAY HAVE ON THE SUGGESTED LANGUAGE
SET FORTH BELOW.

ONE OF THE DIFFICULTIES INVOLVED IN COURSE

(2) WOULD BE THAT CINC NORAD'S TERMS OF REF COULD HARDLY BE REGARDED
STRICTLY SPEAKING AS INTERGOVERNMENTAL AGREEMENT. MAIN OBJECTION
TO AN AGREED MINUTE WOULD BE THAT IT WOULD BE INCONSISTENT WITH
THE OBJECTIVE OF CURRENT AGREEMENT I E TO ENCOMPASS AS MUCH
AS POSSIBLE IN ONE DOCUMENT.

SOVEREIGNTY OP THE OTHER.

IN SUCH EVENT NATIONAL FORCES ENGAGED
