Dear Mr. Barrett:

You will recall that the question of existing
arrangements for consultation between the State Department
and this Embassy csrae up during the course of the discussion last Wednesday of the draft agreement on
authorization and consultation. Following our meeting
I reviewed copies of existing correspondence and found
that the last letter on this subject was addressed to
Mr. Carlson and signed by Mr. H. B. Robinson. A copy
of this letter is attached for your convenience.
I have been unable to locate Mr. Carlson's
letter of December 7» 1961, copy of which I assume
will be available on your files. As a matter of
interest, our records also show that the letters which
were sent to the State Department in I960 giving names
of officers authorized to handle matters relating to
overflights of Ganadian territory, were addressed to
Philip J. Farleyj Special Assistant to the Secretary
for Atomic Energy Affairs.
If you are agreeable, I would suggest that
we should discuss informally, preferably prior to the
next meeting on June 9# possible list of Canadian and
State Department officials along with suitable procedures
which might be employed regarding such consultation.
