Government also believes that in a situation of
growing international tension, our two governments
will be in the best position to assess the need for
any increase in his state of readiness and the effect
which such notion might h&amp;ti on the general situation.
Moreover, as it must be assumed that any increased
state of readiness declared during a period of tension
is likely to beoome known to the public, it Is desirable that any official release of information be coordinated in advance by the appropriate authorities
of our two governments.

The Canadian Government has no desire to

increased state of readiness for the purpose of
training his command. Bor does it wish to restrict
his ability to take ap ropriate action in the event
of an emergency condition such as the existence of an

within the warning system.

In circumstances other than

those referred to in the two previous sentences, however,
the Canadian Government believes that consultation

either government is free to make
further proposals.
