Moreover, as it must be assumed that any increased state of readiness declared during a period of tension is likely to beoome known to the public, it Is desirable that any official release of information be coordinated in advance by the appropriate authorities of our two governments. o. The Canadian Government has no desire to restrict QIUCJ freedom of aotion to order an increased state of readiness for the purpose of training his command. Bor does it wish to restrict his ability to take ap ropriate action in the event of an emergency condition such as the existence of an unaooeptably 3 ,r of unidentified aircraft within the warning system. In circumstances other than those referred to in the two previous sentences, however, the Canadian Government believes that consultation should be i -ory. (3) In the egent that agreement should be ached on a decision to authorize CI to order an Inorease in the state of readiness of his forces as a result of such consultations, agreement will also be reached on the desirability of making any pubs announcement and tha terms of such an announc ement.
