I should like to remind you that I have
called a meeting of the Advisory Panel on Atomic Energy
for next Tuesday morning, March 21, at 11:00 a.m. in
my office. Mr. George has already made the appointment
with your secretary. I hope you will be able to attend.
I am also inviting Dr. C. J. Mackenzie, Dr. 0. M. Solandt,
General A. G. L. McNaughton and Mr. Escott Reid.
The main item on the agenda for this Panel
meeting is to be a review of our policy on the international control of atomic energy. I do not suppose
that we can complete such a review at one meeting, but
in order to give us a start, a working paper has been
prepared in the Department of External Affairs presenting,
as a basis for discussion, the.problems that we shall
have to consider before negotiations with the Russians
are resumed.
I hope you will have an opportunity to read
the attached paper before the next meeting. I should add
that the paper does not necessarily represent the views
of the Department of External Affairs but is circulated
simply as a basis for discussion.
