I do not suppose that we can complete such a review at ono meeting, but in order to glvo us a start, a working paper has been prepared In tho Doportment of External Affairs presenting, as a basis for discussion, the problems that we shall have to consider before negotiations with the Russians are resumed* I hope you will have an opportunity to read the attached paper before the next meeting.
