Tripartite Discussions —
Allocation^of Raw Materials (Summary)
Mr. Wrong's letter of January 2? to Mr.
Robertson says that he will assume ,unless he hears
to the contrary, that he can concur in whatever
arrangements for the interim allocation of uranium
supplies may be agreed by the U.S. and U.K. Government's .
The U.S. proposed in the Washington discussions of September and November, 19^-9, that all
rax* materials be shipped to the U.S. through 1950
and any surplus to go to the U.K., while the U.K. .
would undertake to supply any deficiencies if U.S.
requirements rose or if supplies fell short of the
estimate.
The U.K. counter-proposal met the U.S.
proposal for allocation through 195° , but did not
agree to undertake to supply in U.S. deficiencies
from U.K. stocks (Sir Olivier Franks1 letter to
Mr. Acheson of December.22, 19^9).
Mr. Acheson*s reply of January 26 accepted
the British proposal provided it was understood that
an interim arrangement of this character would not
apply to stocks presently unallocated and that any
U.S. deficit should be made from presently unallocated
stocks.
