The U.S. proposed in the Washington discussions of September and November, 19^-9, that all rax* materials be shipped to the U.S. through 1950 and any surplus to go to the U.K., while the U.K. . would undertake to supply any deficiencies if U.S. requirements rose or if supplies fell short of the estimate. The U.K. counter-proposal met the U.S. proposal for allocation through 195° , but did not agree to undertake to supply in U.S. deficiencies from U.K. stocks (Sir Olivier Franks1 letter to Mr. Acheson of December.22, 19^9).
