Section RI) - Our position Is adequately covered by the wording of paragraph 2 and 3, As regards k, the Prime Minister, as you know, -opcoifloally stated at the Panel meeting on November 9, that he did not want Canada designated in any tripartite agreement as a custodian of bombs for the other two countries, and we, therefore, suggest that the last sentence of paragraph k should be deleted and a sentence inserted at the beginning of the paragraph reading, "It is agreed that bombs shall be stored (in the U.S., U.K. or Canada,) in accordance with agreed strategic concepts.8 The first sentence in the present text of this paragraph would then begin, "As soon as the U.K., etc.". We suppose that ths only reason Canada need, be mentioned in this connection is to reassure the United Kingdom that its position will be protected after its stock of weapons stored in the U.K. reaches the agreed limit, and that, In fact, the contingency of having to store bombs in Canada may never arise; we should, therefore, like to avoid such a specific statement as that contained in the present U.K. draft. Section E - Co-operation over the whole field, Including basic research and industrial applications, is our major interest in the proposed tripartite agreement and the section as drafted by the U*K* appears to meet our requirements. Section F 3* We need not comment unless this U.K. proposal is opposed by the U.S. authorities, in which ease we should indicate our preference for agreed security standards rather than identical procedures.
