MEMORANDUM FOR MR. HEENEY

You will have seen from Mir, Wrong's
Teletype WU-3537 of December 31, of which the
original Is attached, that the U.K. Government
has approved a document prepared in the Foreign
Office as a possible basis for a tripartite
agreement on atomic energy. Copies of the document itself have now been forwarded to Mr.
Robertson with Mr. Wrong's letter of January 3,
attached. The document has been summarized in
Mr. Wrong's teletype.
Mr. Robertson is reluctant to elreulate this document and proposes to hold a meeting in M s office on Saturday, January 7, at
12 o'clock and he has asked you, Dr. Mackenzie
and Dr. Solandt to attend. He then proposed to
go over the U.K. document paragraph by paragraph
and to retain eopies in Privy Council Office.
However, he thought you might like to see the
document beforehand.

I have read the document carefully
and do not think that there are any difficulties
from the Canadian point of view, There are, as
Mr. Wrong pointed out in his WA-3537* a number of
possible objections from the United States point
of view, but the British have gone a long way
towards meeting the U.S. proposals put forward
at the first round of our discussions in Washington
last September*
If you would call me when you have
finished with these papers, I shall come to your
office to pick them up.
