Dear Dr. Solandt:
On February 24th you wrote me concerning
proposals for maintaining a closer relationship between
National Defence, the Atomic Energy Control Board and
Chalk River in matters relating to atomic energy.
Subsequently, you and Dr. Mackenzie and I had a talk
about this and other related matters on March 1st,
My personal understanding is that, instead
of attempting to set up a new body for consideration of
military aspects of atomic energy, we agreed somewhat
as follows:
(a) The Advisory Panel on Atomic Energy was
the appropriate body for discussion of policy
questions in this field including those having
important military as well as political and
economic implications.
Under its terms of reference the Panel has responsibility for advising
the government on all aspects of atomic energy.
For the consideration of subjects having
important defence implications, meetings of the
Panel should be limited to Dr, Mackenzie,
Mr* Robertson, yourself and myself, with the addition of one or more of the Chiefs of Staff.
(b) The purposes of continuing contact between
National Defence and the National Research Council

upon special problems involved in atomic warfare
could best be achieved by direct arrangements at
the technical level between the Defence Research
Board and National,Research Council, For this
purpose no new committee was required.
If the above is an accurate reflection of
your own views and those of Dr. Mackenzie, it will be
unnecessary to go further with the proposal for estab-*
lishing any new body.
For my own part I am quite satisfied that
the organization of the Panel Is sufficiently flexible
to permit bringing together those directly concerned
for consideration of the advice which should be tendered to the government.on any aspect of atomic energy
policy.
The Panel was deliberately set up in such a
way that attendance at any particular meeting would be
determined by the Chairman according to the questions
to be considered,
i'&amp;en Norman Robertson arrives in a week or
ten days, he will be assuming from me chairmanship of
the Panel, and I am asking Evan Gill to familiarize
himself with the files so that he may assist Mr.
Robertson in this work from now on.
Gill, as you
know, is already Secretary to the Privy Council
Committee on Scientific and Industrial Research.
I
propose that George of External Affairs continue to
act as Secretary.
I am sending a letter similar to this to
Dr. Mackenzie and will look forward to your letting me
know whether or not, on reflection, you are satisfied
to have things worked out for the present in the way I
have described.
