Atomic energy questions have been handl^e$^ifo^*- y f\M..
the Department for some time on an ad hoc basis"!, •—-/••
and this might be a suitable time to make the arrangements more regular,

Originally atomic energy questions were
handled in the Under-Secretary's Office, first by
Mr. Starnes and then by Mr. Cadieux, When Mr.
Cadieux was transferred to the Personnel Division,
he continued to be responsible for atomic energy
questions, and also to be Secretary of the Advisory
Panel on Atomic Energy, of which Mr. Heeney is
Chairman,

Mr. Cadieux1s new responsibilities will make
it difficult for him to continue with this work,
and although he is doing it admirably, I think we
should take this occasion to relieve him of this
burden. I have discussed the question with him,
and he concurs, I have also discussed the possibility of this change with Mr. Heeney, who also concurs ,

I suggest, therefore, that the primary responsibility for atomic energy questions be transferred to the Defence Liaison Division, which, if
this suggestion is adopted, should be asked to
accept the following responsibilities:(a) Provide a Secretary for the Advisory
Panel on Atomic Energy;

(b) Deal with departmental correspondence
with the Atomic Energy Control Board;
(c) Do the preparatory work in connection
with our responsibilities on the Atomic
Energy Commission, and in the United
Nations generally in regard to atomic
energy.
5, With this, as with other subjects before the
United Nations, I think the United Nations Division
should co-operate with the Division which is primarily concerned with the preparation of material
for the Canadian Delegation, and that communications
to the Delegation should be cleared in the United
Nations Division before despatch.

I have discussed this proposal with Mr. Crean,
