President Bush called PM Chretien at noon yesterday, prior to the commencement of
US/UK action in Afghanistan,

advance of his address to the nation.

PM then contacted Opposition leaders in

Minister Eggleton and CDS General Renault spoke to the press at noon today and
outlined the Canadian Military contribution to the US-led coalition, including the
deployment of: 6 aircraft (2 Aurora’s, 3 Hercules, 1 Airbus), a Navel Task Group
consisting of 5 Navel Vessels (2 frigates. 1 destroyer, 1 replenishment ship) plus Sea
King helicopters,

Eggleton indicated that this contribution represents an overall contribution of over 1700
Armed Forces Personnel, the first of whom will be deployed within the next 48hrs.

NATO: Subsequent to the initiation of US-led action in Afghanistan, NATO
Ambassadors met today in Brussels to hear US and UK statements about the military

(N.B. The HMCS Halifax is being redeployedfrom the NATO Standing Fleet to the Canadian

Following the NATO meeting today in Brussels, SG Robertson made a public statement
of support for the US/UK action, during which he announced the decision to deploy
AWACS to the USA as well as indicated his intention to consult with PM Chretien and
President Bush on Tuesday and Wednesday respectively.
(N.B. Robertson arrives in Canada tonight and will meet with the PM as well as Ministers
Manley and Eggleton tomorrow on the margins of the NATO Parliamentarian Assembly.)

Last evening, the EU Presidency released a statement regarding US/UK action in
Afghanistan in which it reaffirmed EU solidarity with the US-led coalition, deplored
Taliban refusal to meet US demands, underlined that strikes are against terrorism and not
Islam, and highlighting the importance of humanitarian efforts. EU Foreign Ministers are
meeting today and tomorrow in Brussels to discuss further.
Speaker of the US House of Representatives (Hastert) arrives in Canada this evening as
part of the NATO Parliamentarian Assembly. He is scheduled to meet with MINA this
evening and with PM Chretien tomorrow.

Earlier today, President Bush signed an Executive Order creating the new position of
Director of the Office for Homeland Security (with full Cabinet ranking). Tom Ridge
was subsequently sworn in by Chief Justice Clarence Thomas.

MINISTERIAL TRAVEL: Minister McLellan is traveling to W'ashington on Thursday.
Minister Anderson and Minister Grey are expected to visit DC on Friday and Monday
respectively. Details to follow.
COMMONWEALTH: There will be a conference call of Commonwealth Ministerial
Action Group (CMAG) foreign ministers on Tuesday, October 9, at 7:00 a.m

Secretary' of State Powell is slated to travel to India and Pakistan later this week, en route
to Shanghai where he is scheduled to attend the APEC Foreign Ministers meeting.

On Sunday, October 7, three DFAIT broadcast messages were sent to all Canadian posts
covering new reporting requirements, the security environment, and the consular front.

Consular
PAKISTAN: Situation on the ground remains tense but stable. Mission in Islamabad is
now in the process of drawing down to a reduced number of essential staff (15) and
evacuating remaining dependents from the country. Overnight, our mission in Islamabad
sent out a new round of letters to Canadians in Pakistan urging them once again to leave
the country while commercial transport remains available and informing them of the fact
that the High Commission is reducing its staff presence. The Mission in Islamabad will
continue to offer consular sendees on a 24hr-a-day/7 days-a-week basis.

Situation on the ground in Indonesia. Malaysia. Bangladesh and Singapore remains tense
but stable. Security around Canadian Missions in these countries has been stepped up
and officials continue to monitor the security situation closely. In Singapore. Ghurkha
guards have been provided by the government to protect Canadian facilities.

Officials have been advised that some US missions may be “closed to the public”
following the military action in Afghanistan yesterday. The State Department was not
able to confirm exactly which US missions will be closed but confirmed that this is
standard procedure for the US at a time when there is heightened risk to the US
installations abroad.

Officials are preparing a roll-up of the humanitarian appeals to date as well as major
donations pledged by other countries.

Foreign Government Actions/Statements
On Sunday. October 7, a broadcast message was sent to all Canadian posts requesting regular
reports on key host country developments in relation to the military action against terrorism. The
following is a summary of reports received to date:

France: President Chirac addressed the nation shortly after the strikes in Afghanistan.
Reaffirming France’s total solidarity, his message stressed the following four points:
France will participate militarily; the fight will be long and complex; the target of the
international action is Osama Bin Laden and his network, and the Taliban regime; the
people of Afghanistan are not the targets. Humanitarian assistance to them is a priority,
and everything possible will be done in this regard and for the future development of
Afghanistan. There were follow-up statements by Foreign Minister Vedrine and Defence
Minister Richard. Prime Minister Jospin will make a statement this week and Parliament
will be consulted.
French media reports the participation of two French naval vessels (le Courbet and le
Var). Defence Minister Richard confirmed the involvement of French special forces.

Russia: Russia’s unambiguous endorsement of the military' strikes was conveyed by
written Foreign Ministry' statement which said that the September 11 attacks had to be
met “by all means”. It fingered the Taliban regime for becoming a haven for terrorists
and the drug trade. The statement pledged Russian support for the emergence of a
legitimate Afghan government and for humanitarian assistance.

Australia and New Zealand: Statements by both Prime Ministers were predictably
supportive. New Zealand PM Clark’s comments stressed the legitimacy of the action
under Article 51 of the UN Charter, and previous Security Council resolutions demanding
that the Taliban hand over Osama Bin Laden.
India: The first official reaction was by a Foreign Ministry' spokesman who expressed
India’s strong support for the USA-led action. The only ministerial comment to date was

by the Minister of State for External Affairs (a junior minister of the foreign affairs
portfolio) who expressed support but qualified it with concern about possible impact on
civilians in Afghanistan. The Minister said India was prepared to consider all logistic
support to the US action, noting that so far such support had been restricted to landing
facilities for US aircraft.

Egypt:
SlfiiO The Egyptian position was made clear in the context of the recent Rumsfeld visit
where Mubarak expressed moral support for fighting terrorism but made no concrete
offers of military or other assistance. Mubarak also repeated calls for the convening of a
special UN anti-terrorism conference.

Malaysia: Speaking in parliament today, Prime Minister Mahathir condemned the allied
attacks, stating that innocent civilians would be the victims. He opposed war being
waged against countries harbouring terrorists.
South Africa: The government response to date has been muted. The extent of its
reaction was a statement by a Foreign Ministry spokesman noting that the strikes had
occurred, that the South African government was in touch with the USA and all other
“role players” to obtain further details, and that a comprehensive statement would be
issued later.

In Pakistan, consultations between the Canadian mission and local representatives of
countries from the region (Turkey, Iran, Uzbekistan, China, Russia, Kazakhstan) revealed
strong support for the allied effort against Osama Bin Laden-led and Taliban supported
terrorism. Tj.

Foliowing the Prime Minister’s statement to the nation yesterday afternoon, media calls
have focussed primarily on the Canadian military contribution to the US-led coalition (i.e.
the nature and extent of this participation).
