Attacues terroristes

The Prime Minister began by noting the dramatic
change in the world environment. He noted wc would have to
wait to see what reaction the Americans had to the tragic
events.of September 11, 2001. The Prime Minister noted the
importance of remaining cool and congratulated his
Ministers for doing their jobs. He indicated that they had
done their job well. He explained that this was not a
Cabinet meeting and that a Cabinet meeting was not called
in order to show that there was no panic, that there were
few Ministers in town, and he did not want this meeting to
become known.
He commented on the need for Ministers to keep
in touch with his office when travelling and to be prudent
in setting their travel plans. He noted that it was a good
thing he had been in Ottawa. lie told his Ministers that he
had been in contact with the Clerk of the Privy Council on
a continuous and regular basis and that he and the Clerk
had been talking to all others. He reiterated the need to
remain calm. He further noted the need to take our time in
determining how to react and what to do. He speculated
that the US would likely inform us of their reaction rather
than consult with us.

The Prime Minister noted that to date there was
no Canadian connection and that there were probably many •
countries where the terrorists had stopped. He noted that
we had voted in NATO to support the US. He also noted that
. the reaction would be ugly. He mentioned that the economy
would change as a result and that it would probably have
declined somewhat anyway. He noted that there would be a
special debate in Parliament on Monday.
The Prime Minister asked his Ministers whether
the government should call for a National Day of Mourning
and have a Ceremony of Three Minutes of Silence on the Hill
on Friday. He noted there would not be long speeches, and
should it be done outside or in the Hall of Honour. There
was a brief discussion of whether the public would show up
or not, and the issue of security was raised.
The Minister of Industry. Mr. Tobin suggested
that a Rabbi, Imam, and Christian cleric could do a prayer.
It was noted that it would be difficult to not leave
someone out if we tried to get all faiths represented and
there would be no assurance of what the clergy would say.
Discussion of whether the steps could be cleared in time
and whether it could be done near the flame.
The Leader of the Government in the House of
Conunons Mr. Boudria suggested Bill Blaikie who is a true
Minister MP. It was not supported.
The Minister of Transoort. Mr. ColJenette
suggested that we should try to get traffic to a stand
still.
The Prime Minister suggested the ceremony could
take place at noon or 1pm. Most Ministers agreed to noon.
The Minister of Foreign Affairs. Mr. Manlev
suggested it be outdoors to be a ceremony of the people.
He noted that Mayor Giuliani had been clear that he was not
going to show fear. He suggested that the Prime Minister
and Ambassador Cellucci would put on a good ceremony.
The Minister of National Defence, Mr. Eaaleton
suggested that the event be outside and perhaps at the War
Memorial. It was pointed out that this was not a ceremony
for war dead but for ordinary people.

The Prime Minister decided to have a simple
ceremony with the Governor General, himself and the US
Ambassador speaking in the presence of the clerics chosen
•from the interfaith council. All the Chief Justices of the
provincial courts would be invited since they happened to
be in Ottawa.

Mr. Tobin suggested that the Prime Minister not
scrum, but rather use the press theatre.
The Prime Minister noted that the Hill would be
reopened today.
The Minister of National Revenue, Mr. Cauchon
noted that he would be doing a press conference at 2 p.m.
that day to discuss the border. Mr. ColleneLte indicated
that most flights were starting to move. There were still
some problems getting them out. He indicated there were
enhanced security measures and that the list of such
measures would, not be released. He noted that Air Canada
financial difficulties would be exacerbated and we would
have to respond.

Mr. Cauchon noted that the US had lifted their
export controls.
The Prime Minister agreed that the Governor
General could acknowledge the prayers, of people of all
faiths and then call for silence.
Mr. Manlev indicated he would call the US
Ambassador.
Mr. Boudria noted the wording of the motion to
be debated and Ministers were all comfortable with it.

The Prime Minister noted that this will not stop
us from governing. He noted that we will have to have to
build confidence in the public. He added that he would not
be cowed by terrorists and that he would be in Kananaskis
for the summit even if ho had to be there alone.
