PART I
STATES OF MILITARY VIGILANCE AND
FORMAL ALERT. MEASURES
A listing of emergency measures by the State of
Military Vigilance or Formal Alert Stage ahd by
initiating authority*
These measures* if put into effect in progressive
order, will deal with a deteriorating international
situation that may result in war. In the light of
the developing emergency, however, it may be
expedient to put the measures into effect in
irregular order. The Minister of National Defence
and his senior officers will determine when measures
will be executed.
These measures will also deal with a surprise attack
and its aftermath* but the sequence of execution
will then be determined by the nature and extent
of the attack.
All measures in the list are cross-referenced to
the appropriate paragraphs of Part II*
