As I xnformed you by telephone on 21 Nov 74» Schuman telephoned
me from Montreal to say that he had just heard that "two more of my former
colleagues are in Montreal".
and Schuman had picked up this information either today or yesterday from
some of his Jewish friends.
According to Schuman's information,

Schuman was all for trying to track these two people down. However,
I suggested he calm down and let well enough alone.
I think we agree that the two "former colleagues" are probably

I attach a copy of a Note for File concerning Schuman's telephone
call of 22 Oct 73. As I had anticipated going to Montreal within a few days
of this call, and could get in touch with him personally, I did not send a
copy of this Note for File on to you.

I had occasion to talk to Schuman by phone today. Schuman said
had telephoned him on 18 Nov 74 to
say he
intended to drive to Montreal on Wednesday, 20 Nov 74#
or Thursday,21 Nov 74. He wanted to visit the CBC to obtain a musical
programme and perhaps he and Schuman could "socialize for a while".
I strongly suggested that Schuman keep as far out of
way as possible and in the end he agreed. Schuman made a statement to the
effect that "I kept in touch only because maybe there was something in it
for me".
When I asked whether he meant money, women or booze, Schuman
laughed and replied, "No. Maybe I could blackmail him so that I could get
somebody out of the USSR".
I told Schuman, in
no uncertain terms, that he was playing a fool's game, and that as a rank
amateur all he would be likely to get would be further trouble.
Schuman again raised the problem of writing articles

Thomas SCHUMAN
Schuraan telephoned me at home on 22 Get 7A to ask whether he could
write articles on the "Soviet Media".
He had seen a number of articles in
the press and felt he had a better "feel" for the subject from the inside.
He hoped to get in touch with
possibly obtain some kind
of a contract.
Such a contract might lead to talks at university seminars
and "maybe on T.V.".
I told him that in my opinion vdiile he could write articles and
possibly even attend seminars at university he would be very ill advised
to appear on T.V. Even though - as Schuman put it - he had been recognized
by two of his old KGB friends — exposure on T.V. would be to a wide
audience. This would make him much more easily identifiable to a wide
variety of people and so more dangerous to himself. In the end Schuman
agreed with me ("I had not thoiight of that"),
I told Schuman I would be in Montreal shortly with Mr. Landon and
would get in touch with him. Meanwhile he will do nothing about his
sviggested project.

SCHUMAN had a recent discussion with his Canadian
superior at CBC
. The meeting
was extremely valuable in that SCHUMAN is now satisfied and that
he has made several mistakes because of his attitude towards
his colleagues but also because of the manner in which his col
leagues spoke to him. He also admits having been somewhat antiSoviet in: his job and is doing his utmost to correct this fault
which is not in keeping with CBC policy. He claims that the
atmosphere at the office is much more acceptable at present.

SCHUMAN has indicated, as previously reported, a certain desire
to leave CBC and thus hide away and avoid all further confron
tations. At the same time, his adventurous spirit and no doubt
his wife and child in the Soviet Union plus his patriotic mind
are playing against the decision to leave CBC. From our point
of view, I feel that we should use him to our advantage while
it is possible.

On Wednesday, Mr. C.R. Landon, Inspector J. Friend, Sgt. J. Wiebe,
Cpl. C. Ihincan and Mr. R.L. McGibbon met in Inspector Friend's office to
discuss ttie possible implications of Tomas Scliuman's announcement ttiat tie now
wislies to marry.
We felt ttiat if Schuman made up his mind to marry, there was
no way we could prevent it. We, therefore, concentrated on the best method
of ensuring that we minimized the possible side effects which might ensue. It
was felt that Schuman ;
some of his background — i.e.
that he had had to flee East Germany and that he had been previously married
but was unable to obtain a legal separation.
If Schuman did not explain his background
It was agreed that Cpl. Duncan would inform Sgt. Frank Pratt of
'C Division and have him obtain personal details of Schuman*s fiancee.
It was agreed that I should inform \
about Schuman's intention to marry

This is to confinn our telephone conversation of 4 Feb 74 (Friend-
McGibbon) to the effect that Tomas Schuman telephoned me at home on Friday

by SCHUMAN from an article published in the Ottawa Journal.
This article concerned the coverage given on Canada by the
Soviet Press - or more realistically, the non-existence of it.
The article stated that Soviet Press representatives rarely
attend Press conferences, ask no questions and generally
cause concern as to their actual whereabouts and what they
are doing. The author of the article wondered how'thc^S-dvtWt
Press arrived at the conclusions printed, taking thefabovq /
into consideration. Habitually, the Soviet Press is Wtfeme■''--
negative towards Canada, printing only a poor image of th
country.

SCHUMAN did go to Toronto - London Toronto - New York and back to Montreal by car. He advised
staying in a New York Hotel.
He told his immediate superior.
I"Ir. 6HIPMAN, of his trip and he (SCHUMAN) considered it to
be in a mild wa^^ A publicity and recruitment trip on behalf
of the C.B.C. International Service.
He qualified this by
saying that although he was not :a&|Uj^ursed for the trip,
that he feels that a large propo:^^SI^offCanadians are hardly
aware of the existence of the InteSrstional Service, which
they should be.
If they are not aware or interested in it,
the International Service Employees will also lack interest
or broadcast whatever they wish in any manner they wish.
Also, many of the Staff will retire in the next few years and
replacements will be required. SCHUMAN took it upon himself
to look around. In Toronto and London, he spoke to old
friends and his Professors, allowed them to listen to tapes
he has prepared and they were impressed. SCHUMAN was also
gratified to hear that University Professors do monitor
International Service Broadcasts for teaching purposes.

Further to our telephone discussion of Monday afternoon,
a Jan 74, Schuman telephoned to say that "my boss (Chipman) told me today
that I am to go abroad on an assignment". I questioned Schuman on this
assigment" and found out that he is to go to Western Europe with some
type of'official group" (he did not know what group) in "about a month"
for "two to three weeks". He understood the visit would include France and
Germany. Chipman said the trip would not include "the progressive
socialist countries".

Schmnan telephoned me at home from Montreal on Tuesdayjfnight,
15 January 74, to say he was driving to New York later that night on a
week's holiday. He hoped to stay with friends who woric with

On Wednesday 7 November 1973, Mr, C,R, Landon and I went to
Montreal to interview Tomas Schuman. Before tackling Schuman, we had
a long and useful discussion with Mr, Frank Pratt, RCMP, and went over
the latest information both parties had.
Once Mr, Landon and I had
seen Schuman, we again got in touch with Mr, Pratt, and passed on all
information we had been able to pick up, Mr, Pratt was exceedingly
helpful and we are most grateful to him.
2.
The following are the details of various points we elicited
from Mr, Schuman, which will no doubt be of interest to you:
(1) Schuman^s proposed trip with the SSEA to the USSR.
We questioned Schuman very carefully concerning the CBC
proposal that the former should accon^any the Secretaiy of State for
External Affairs on his trip to the USSR in November 1973. According
to Schuman, a meeting of some of the Russian section of the Inter
national Service was held to discuss whether it was worth while to
send an International Service representative, and if so, who the
representative shoxxld be. The meeting included Mr, Cote, Mr, Chipman
and the head of the newsroom, in addition to a few of the Russian
International Servic e staff including Schuman. Later Chipman sent

the trip. Schuman says he demurred somewhat, but fearing that a blank
refusal might enl^_anger his position in the CBC decided to see what
External Affairs might say, Schuman was asked by Chipman to supply
references of people who knew him.
As most of those whom Schuman
knew in Toronto, were of non Canadian background, Chipman asked
Schuman whether a native born Canadian could vouch for him.
It was
at this point that Schiiman mentioned my name, saying that I knew of
his background, as I had officially desilt with his case vdien he first
arrived in Canada. Chipman seemed to think this reference would prove
a useful one, and included my name and telephone number in his sub
mission recommending Schuman.

Schiunan's financial situation
Schuman presently owns a small, rather old cottage at Morin
Heights, Quebec. It is in a rather neglected state of repair. He does
not intend to do much about repairing it for the time being. He also
owns a 1973 standard Volkswagen.
He has purchased a house at 4424
Prince of Wales Ave., Montreal, for which he paid $20,000.00.

costs of the house (p.I.T.) are $218.00, plus heat, electricity
and telephone. He rents all but the basement •

for $200.00 per month. His salary at present is $11,000.
He has $2,^00.00 in a bank account, and an insurance policy for atout
$25,000.00, He has been keeping this $2,400.00 in the bank as an
emergency fund, should he have to "disappear" quickly.

He questioned us about making a will — possibly leaving
some of his money to a Jewish refugee agency which helps refugees
from the USSR regardless of their religious convictions.

(V) Schuman's visit to Washington - Easter 1973

Schuman stayed
in Washington.
On Schuman's return to Ottawa, the secretary
told him
v/as somev;hat suspicious of Schuman because of
his questions to people in Washington. We warned Schuman about this
type of questioning of virtual strangers.
(VI) Schuman's contacts with Montreal Jev/s

We questioned Schuman about his attempts to integrate with
the Jewish community in Montreal. Schuman said that he finds these
people of great interest to him because of their intellectual interests.
They are a "definite group vdthin Canadian society"; they are less pre
judiced; have travelled v/idely; they maintain a variety of intellectual
pursuits, which Schuman feels coincide v/ith his own. He contrasted this
with Russian circles in which political discussions are continual, narrow
and often vicious — and usually accompanied by much alcohol.

Schuman still seems to have few friends, but his circle of
acquaintances is viidening. However, he remains a pretty v/ithdravm
character, and reluctant to get closely caught up in any particular
stream of social activities.

Schuman mentioned that he is still worried that "the day
might come" when the Canadian government might find it expedient to ,
exchange him for an advantage to be gained from the USSR. He said he
is "a little man" v;ho would not count for much if the circumstances
made it necessary for the government to return him to Russia.

Schuman said that when he proposes to "socialize" v/ith
visitors
, he reports his intention to Chipman. The
latter seems to have encouraged Schuman in respect.

Schuman admitted vrriting letters to the press from time
to time — usually to answer some unjustified So^ylet allegation.
The only paper that printed his letters was the Montreal Star (on
one occasion) although he has vrritten to the Montreal Gazette and
the VJashington Post on a number of occasions.
He tried to use a
nomde plume, but the Montreal Star contacted him, saying they
would prefer it if he used his ovm name.

Supt. CHISHOLM and I met with Bob McGIBBON and C.R.
LANDON this morning to discuss the SCHUMAN case. McGIBBON
reviewed the background of the case in some detail and was
obviously agitated over SCHUMAN*s actions which could well
result in him exposing himself, if he has not already done so.
We spent considerable time speculating on the probability of the
Soviets taking some action to expose SCHUMAN or to coerce him
into co-operating with them. This was impossible to resolve, but
we all agreed the possibility certainly exists and that SCHUMAN,
by his behaviour and actions, is increasing that possibility
to almost a certainty. After lengthy discussion it was agreed:
(a) that McGIBBON will see SCHUMAN in Montreal and
counsel him about his actions.
(McGIBBON wishes to
see Sgt. PRATT before and/or after his meeting'with
SCHUMAN.
(b) That we should be prepared to react to questions from
the Government, CBC, University of Toronto and other
interested parties if and when the Soviets decide to
make an issue of this case. The exact position we
should take was not resolved. One possibility which
was considered would be to deny any knowledge of
SCHUMAN being anything other than a bona fide immigrant.
Much would depend, of course, on how seriously the
Soviets wished to press,

with his visit to Montreal to ensure that PRATT will be available.

I am forwarding a copy of a note for our file which I wrote
immediately after my telephone conversations with Schuman of IS October 73,
This is for record purposes.
I should inform you that to try to ensure that Schuman gave a
plausible explanation to the CBC for not accompanying the SSEA's group going
to the USSR, I telephoned Schuman a second time (later in the afternoon of
18 October 73) and went over his story with him. He seemed to be quite at
ease this time, and agreed that he should have no difficulty in avoiding the
trip.

SchuEM very agitated and breathless phoned me from his CBC.office
in Montreal at noon on 18 Oct 73. He asked vdierther I had had a call from
his "coo^jajny" about his "business trip". Thinking this reference might mean
his trip to Canada in 1971^ from the sound of his agitated voil^isbn the
telephone and in view of i^cent developments in Montreal (as pair 8GMP letter
dated October 19» 1973)» i thought it highly possible that Schuman vais
tiying to tell me that heJiai blown Ws coyer. Schuman further said he
could not give' me any further ecxplana'tioh Until he could telephone me from
an outside line. This he felt he could do before 5 p.Ei.
I imnedlately alerted Mr, R, Mlddleton of PSI and Supt. S. Chisholm
of the RGMP about Sphianat^'S cryptic call, and ny fears that Schuman might
have blown his cover,
Schuman telephoned again a little later on an outside line to
eoqilain that he had been asked by the CBC to acoompaxy Hon, M, Sharp, SSEA,
to Moscow in Ndvedoer 73, He said he tonderstood that "he had been asked
(or named) to go on this tidp by Kxtemal Affaire", (Schxanan was somavdjat
vague about this wlwn I pressed him.)

I again got in touch with Mr, Mlddleton and Supt, Chisholm infonaing
them of the real story, Ceztalnly the Department of External Affairs did
not ask the CBC to have Schuman acoonpany the SSEA - they don^t even know
of his exigence.
As 1 was puzzled about Iww^the CBC ^ould know of tny name in
connection with SchuBan, I asked ^nurnan how this had arieen, Schuman
explained that he had put Jiy name down as a reference when he had first
applied for a position with the CBC, (I suppose this was a very natural
thing for him to do - and at least I now know about itl) Schuman said the

felt they should ask me vrtiether he could got I feel this is a bit far
fetched (and 1 hope it is) but as he seemed quite definite about it, I lot

Since the meeting on May 17, 1973, SCHUMAN
has contacted oyr investigator in Montreal on severe
occasions by telenhohe.
On k\miat 2, 1973. SCHUMAN was
met for lunch
During the summer, SCHUMAN, as ^rt
of his job at the C.B.C. also conducted a tour of the city
for three crew numbers of a Soviet freighter and later
entertaineci them at his home. Despite this contact with
the Soviets, SCHUMAN is of the opinion that his cover story
held up very well and there are no indications whatsoever
that they suspected his true identity. In an attempt to
further substantiate his background, SCHUMAN intends to
increase his involvement in the Montreal Jewish community.

by the reaction of some of his fellow employees in the
Russian International Section of the C.B.C.

On the 4 SEP 73,
was interviewed
upon his request.
Source stated that he was very suspicious about
'
Thomas SCHUMAN. Source supplied the following back
ground information on SCHUMAN as told by SCHUMAN himself and
as observed by source.
SCHUMAN was born on a Jewish German
father and a Russian mother.
Most of his life was spent in
Moscow with his mother where he attended the language institute
graduating in Oriental studies. When his mother passed away,
he joined his father who supposedly is a highrranking member
of the Communist Party in East Germany, From there, with the
aid of his father, he proceeded to West Germany with false
papers. Approximately two years ago, he came to Canada as
a landed immigrant and obtained a post at the University of
Toronto as a Russian teacher.
He was let go from that insti
tution because of his anti-Communist ideas.
He then came to
work on probation for C.B.C. almost a year.
Since his arrival,
there has been nothing but troubles.
SCHUMA,N does what he
wants, drinks quite a bit and wants to change everything.
Also he is very anti-Communist in his writings even to the
point of being provocative.
Since his arrival in
Montreal, SCHUr-lAN has bought a cottage at M^rin Heights, a
house in N.D.G., Montreal and he just acquired a new car.
cannot understand how a Soviet who came to Canada only two years
ago can afford to buy so much in that short period of time.

this file, SCHUMAN
arose the suspicion of

nevertheless his,activities are compatible with somebody probing
for information useful to the U.S.S.R. SCHUMAN is getting
involved in many important sectors su.c.h as Russian immigrants,
C.B.C. International Services, Jev;ish Community and the
journalistic field.
If we refer to his real background, he graduated from the
Language Institute of Oriental studies and was posted in Ori
ental countries. Never was he posted in a country where the
American english is quite used. Why would he be so much
familiar with American idioms in his speaking pattern?

Photographs of the three (3) individuals men
tioned above will be found attached hereto and you
will also find attached the photographs of

Source is presently on vacation until August 20,
1973. He stated that there is still some bikkering at
his place of employment and his period of probation
with C.B.C. has been extended.
7.
Subject has been giving some consideration to
making out a will and in this respect he advised that
he feels that he will do this through a Jewish lawyer.
He feels that by doing so it will be a start to have
him accepted within the Jewish Community in Montreal.
Subject appears to wish to get involved in the Jewish
Community although he does not believe in their reli
gion to any extent.
He feels it will be a help to cor
roborate his background.

continues to call me quite frequently for no apparent
reasons other than to get together for a talk. His
