A.. The CCffilTTEE confirmed the Minutes of' BIOS (47) 5th Meeting.

ACTIONS'
(i)
The CHAIRMAN stated that he had seen the new consolidated
lists of scientists still required for interrogation and
had noticed that certain bids had been outstanding for a
very long time. • It was doubtful whether a number of
miscellaneous candidates would ever be located now;
clearly the next step was to send the lists to Germany
so that the exact position bn each personality could be
ascertained.
. Major BLUM added that jthe Lists contained 160 names
, altogether; he had discussed the matter with Major Warburton
in Frankfurt, who had promised to try and get a bulk'
clearance for all the outstanding personalities who could be
located.
(ii)
The CHAIRMAN mentioned that he had not yet seen any of the
history sheets of Germans in MATCHBOX, despite the arrangement
.for the supply of these made with JS/TIC.
Cdr.PEARSON stated that these history sheets were beingreceived in the Admiralty and promised to make enquiries from
Cdr, RILEY of JS/TIC Secretariat as to why copies were not
forthcoming for BIOS.
(iii)
The CHAIRMAN preferred to hold over discussion on the question
of microfilming and collection of documents in the U.S. Zone
after June 30th until later in the Meeting (see Item 2,
paragraph 2).

(iv)
The CHAIRMAN stated, that he had discussed the question of the
FIAT Reviews of'German Science with the Canadian High
Commissioner's Office and Brig. GRYLLS added that the result
of these discussions had been favourable and that a signal had
been sent to Col. BLAISDELL about a week ago.
Departure of the Secretary
The CHAIRMAN stated that the Secretary, Lt.Col. D.J.EZRA, had
recently left the Secretariat to take up duties with the
National Coal Board. He wished to place on record on behalf
of the Committee their appreciation of the excellent
work which Col. EZRA performed as Secrctaiy. Col. EZRA had. joined
the Secretariat at a most difficult period and had succeeded
in straightening things out in such a manner as to facilitate
the Board of Trade's assumption of the responsibilities
previously borreby the War Office and Control Office. .
Major. STARK of the German Division of the Board of Trade would
be taking Col. EZRA'S place in the Secretariat.
2.
SECRETARY'S REPORT NO.33
Major BLUM stated that during his recent visit to Germany the
question of scientists and DCOS personalities using German rail .
transport had been discussed. The arrangement, if approved, would not
be used for Germans reporting for the first time; these would still be
fetched by car. It had been suggested that the 'fares involved might be

paid for out of a contingency fund held by the Board of
Germany. The CHAIRMAN added that the whole question of
rail transport in Germany so far as scientists and DOOS
were concerned was being examined and that a note would
when a decision had been-reached.
Trade in
the use of
personalities

Outlining the documents position in the U.S.'Zone of Germany,
the CHAIRMAN stated that partly due to FIAT and OTS developments there
had been a hold-up in the authorisation to requisition documents in
the U.S. Zone. This had been taken up in Washington and the suggestion
made that the Department of Commerce should instruct FIAT to authorise
the release of documents as quickly as possible so that as many as
possible could be cleared by the end of June. • The resulting position
as indicated in Lt,Col. Vaughan-Jones1 report was very satisfactory and
very few documents still remained to be cleared; there was still,
of course, the problem of collecting. So far as the position after
30th June was concerned, the CHAIRMAN went on to say that the Americans
had made it clear that although teams* investigations should cease by
30th June, they wei-e anxious to continue documents work until 31st
December of this year. We, on our part, had decided not to oppose
■this proposal as it was obvious that there would bo a back-log of documents
indented for before 30th June but ’.which still remained to, be collected
after that date. Furthermore, industry would; by this time, have had
more time to evaluate the mass of material already brought over and would
. almost surely ask for certain missing links to be obtained. We had not
laid too much emphasis on that aspect because we had thought that our
residual requirements vrauld be met by the Americans under the agreed
microfilmed dispensation. However, a fortnight ago the Office of
Technical Services in Washington had had its vote ruled out on a point
of order in Congress and there was no alternative but for the Americans
to start closing down their establishments in Germany. The CHAIRMAN
■went on to say that the latest information he had received was that
Congress had agreed that the Enemy Information Section of OTS might
continue. General Clay had, however, taken the matter up with
General Robertson, intimating that he wished all activities to cease on.
30th June. A meeting had recently been held to discuss this whole
. problem, including a paper received from the French. At this meeting
it had been decided that some facilities should go on, if only for a
limited period; these facilities should provide for the collection of
essential documents including those already indented for before 30th June
and others considered by the Government to be necessary to the industrial
re-conversion of the countryi It was agreed that these facilities should
only be used when less arbitrary methods failed. There was np reason why
firms should not write to Germans asking for information and/or drawings.
A telegram containing the decision outlined above was being sent to
Berlin and Washington, and a reply would be given to the French when the
views of the Americans had been received. The CHAIRMAN added that it had
.been agreed that S.A.T. teams should still be able to go out as it xvas
obvious that people might need to go to Germany for consultations on
scientific and technical matters.
The Canadian and Australian representatives expressed their
approval of the documents arrangements as outlined by the CHAIRMAN.
Major STARK pointed out an amendment to the Secretary's Report
on page 3« Under paragraph (iv) General, the first sentence of (b)
should read as follows:- "A draft of Part (iv) of the Technical Index
covering unclassified reports issued during the period January to March
1947 has been prepared," '
.
So far as Final Reports were concerned, the CHAIRMAN expressed the
wish that T.I.S- now that- most of their briefing work was over, should
devote more time to editing reports.
The CHAIRMAN stressed, the importance of rounding-up outstanding
documents in the U.S. Zone and advised the Secretariat to take advantage
of Brig. GRILLS' offer of help from 'T' Force as quickly as possible.

On the suggestion of the CHAIRMAN, it was generally agreed
that the Secretary's Report should, in future, contain a note on the
state of the: BIOS Overall Report being prepared in. the Research
Section.
3.
PROCEDURE FOR DEALING WITH GERMAN INVENTIONS
The Committee had before it BIOS Paper (47) 10.
Referring to the three .draft letters to inventors shown in
Appendices 'A*, 'B', ’O', the CHAIRMAN stated that, subject to a few
textual amendments, these had been agreed .with the Control Office.
The Committee would be 'informed of- any developments which were
forthcoming.
4.
JAPANESE INTELLIGENCE SECTION
The CHAIRMAN informed the Committee that Miss Asbury had now
left the BIOS Secretariat and that her place as Head of the Japanese
Intelligence Section had been taken by -Mr.C*S.LOW.
5.

The Committee provisionally agreed to meet again at 10.^0 a.m.
on Tuesday 22nd July 1947 in Conference- Room "B”, Cabinet Offices,

The COMMITTEE confirmed the Minutes of BIOS (47) 4th Meeting. ,

ACTIONS
(i) - Major STARK intimated that the SECRETARIikT1S action on this
point was outlined in Secretary's Report No.32, Item 1 (b).

The CHAIRMAN stated that during his trip to Germany at the
beginning of the month he took the opportunity of discussing
with STIB and representatives of JS/TIC this problem and found
that brief histories of the MATCHBOX Germans were available.
A new form has been set out and the headings under which
particulars are given.will be appropriate for deciding which
of the people are suitable for industrial interrogation and
which are likely to' be people of interest in the U.K. or
, Dominions. The CHAIRMAN has arranged with STIB and JS/TIC
that BIOS shall receive from them two copies of the periodic
return And also two copies of the statements on the experience
and qualification of individual inmates. The. SECRETARIAT
should communicate with Commander RILEY of JS/TIC Secretariat'
about the supply of copies and Mr.BROOMFIELD would decide the<
best manner in which particulars can be brought to the notice
of the Departments concerned.
(iii)
The CHAIRMAN said he had received particulars of the facts
regarding the overdue Classified List and was taking up this
question, and a number of other problems relating to the
dissemination of German information where .we are dependent on
. the Stationery Office, and hoped soon to receive.a satisfactory
statement. Major STARK said that the Classified List for March
is now out and we have recently received proofs up to Part J of
the Technical Index (including reports published up to the end
of 1946). -
(iv)
The CHAIRMAN stated that with regard to reports outstanding, he
had received a letter from the Ministry of Supply showing that
■ all but 89 teams had now submitted their reports and a
substantial number of those outstanding would be coming forward
in the near future. The CHAIRMAN, in passing, paid tribute to .
the Ministry of Supply, and in particular to Mr. SHEERMAN, who
, had handled an extremely difficult job in dealing with M. O.,S.
Groups, some of which have been in dissolution, and had also
taken over the early trips sponsored by other Government
Departments. Major STARK said that the Secretariat was still
waiting for the statements from other Government Departments
with reports' outstanding for the period ending April 1946.

SECRETARY'S REPORT'NO.'32
Mr.STARK pointed out that this was the last day on which BIOS would be
sending out ordinary BIOS teams to Germany, and that 14 more tea'ms would be
leaving before the closure. The figures published showed this to be a peak ’
period. From the $th April to 7th May 146 investigators had been despatched,
more than treble the figure for the corresponding period in the Secretary's
last report. Several factors had combined to enable these large numbers t*- ■
be handled within the permitted period - the weather had, for once, been
favourable; daylight saving had allowed of greater-daily mileages;1 and the
investigators themselves had obeyed instructions to return cars after a
■fortnight's use. Major STARK said he felt most grateful to T.Force' for
managing to accept all these teams, and to BIOS Group-II for their gesture .

disposal of investigators. The CHAIRMAN felt that the Meeting would
wish to record its indebtedness to T,Force for the manner in which
they had handled what had some weeks earlier .seemed a quite insoluble
problem. Major STARK stated that a few very late applications for BIOS
facilities had been refused but none had been refused where a new
subject of investigation was involved.

The CHAIRMAN passed a vote of thanks on behalf of the Committee to
the staff, of T.I.S. for the way in which they had planned and executed
the despatch of teams in accordance with the facilities which T.Force
could offer.

, Referring to the list of outstanding requests for visits by German
scientists not yet cleared, the CHAIRMAN asked how long, it would take
for BIOS to be in possession of the facts, checked both here and in
Germany. Major STARK estimated the end of June. The CHAIRMAN then urged
sponsoring ministries to speed the work of checking the lists so that
this stage could be completed by the end of May and an attempt made to
get final figures from Germany by the middle of June.
Regarding Publications Section, Major STARK drew attention to the
' steadily declining number of outstanding BIOS Reports. At the beginning
of this year the figure was 600 and had now been reduced to 400 reports
outstanding with investigators. This number included some which were
not yet due for submission. The rate at which they viefe being passed to
BIOS was maintained at'.55 reports per four week period. Publications
Section was passing to the Stationery Office 60 reports, comprising
about 3,000 pages, in a one month period. , The back-log at the Stationery
Office was not increasing.

distance involved through having to operate from Bad Oeynhausen instead
of Frankfurt. It was suggested that the whole position should- be reviewed
at the end of May and discussed with Colonel VAUGHAN-JONES and others at
H.Q, *T’ Force as previously arranged. In this connection Mr.VEITCH said
it would be a great help if we could get clearance for the documents
speeded up by the Americans and the CHAIRMAN asked if clearance was- a mere
formality. Brigadier GRILLS replied that we have already tried to hurxy
clearance with the Americans but it was a formality which took time. The
CHAIRMAN asked whether it would be of assistance if a letter were written
to American FIAT suggesting that,.to speed up the final stages of
document collection, they might "rubber-stamp" all BIOS requests.
Brigadier GRILLS said it was difficult to give an opinion. The CHAIRMAN
asked.Major STARK to keep him informed on the documents clearance situation.
Brigadier GRILLS also stated that the Americans had accelerated their own
minrnf-i 1 mi’rc of documents which would now be completed by June 30th. The
CHAIRMAN said he would take.up with Washington the question of extended
facilities for document collection in the U.S. Zone. He felt that our
position was strengthened by the fact that the Americans had originally
asked for a specific extension beyond the 30th June for the completion of
their document process.
Mr. ROBINSON agreed, that there had never been any fixed deadline for
the collection of documents although there had been correspondence with
Washington and Berlin on this matter.
Mr.VEITCH said'he understood a new arrangement had been made with the
authorities in the French Zone by which it was permissible to send our
representatives to collect documents, after the lapse of a definite period
from the date of requesting the documents.

1 Major.STARK referred next to the BIOS Exhibition -which had now
completed its tour. Having opened in London on 10th December, it had
since visited 9 provincial towns during which time it had been seen by
20,000 people. ..The whole undertaking would seem to have been a.
considerable success, and the achievement’was the more satisfactory
when one recalled the weather conditions which had prevailed in the early
part of its tour,

’OTHER BUSINESS
.(a)

Visit to Netherlands Military Mission.
The CHAIRMAN referred to his visit to the H.Q. of the
Netherlands Military Mission in Amsterdam. The COMMITTEE was aware
of the keen interest taken in BIOS work by the Military Mission, and
he was pleased to report that the Dutch had written some valuable
adjuncts to existing BIOS reports, and had agreed we should publish
them in this country through the Stationery Office where we felt
that the subject Was of sufficiently wide interest to warrant such
a step, otherwise the reports would be filed in Documents Unit.
(b)
German Patent Applications
The CHAIRMAN reported that the Member for Australia had asked
t ■ what progress had been made on advising the methods for dealing with
thh microfilms of German wartime patent applications. He said the
Board of Trade had given a great deal of study to this problem and
had also.consulted the Patents Office) in whose custody the'Patents
are, and had come to the conclusion that they would have to be dealt
with as though they were ordinary German technical documents. It
had been proposed that a short paper setting out the problem' should
be circulated and'a Meeting called, to study it and to discuss, in
particular, all the known Requirements of Australia and Canada.

BIOS SECRETARIAT
The CHAIRMAN stated that as from about JOth June the BIOS'
SECRETARIAT as it was known today would be discontinued,, and T.lJs.
of BIOS would be combined functionally with the Board of Trade ‘
Foreign Documents.Unit. This new Section would be responsible for
building'iip a combined index of reports and documents, as a result
of which, a better; service would be given'to industry.

Dr.MICHAELIS asked if he could have some guidance regarding
the best method.of dealing with the tasks set out,in the above paper. '
The CHAIRMAN replied that the main problem was to avoid subjects which
contributed nothing to the kind of technical work we have in view. He
would propose a small Editorial Panel should be set up and a Chairman
elected. Dr.NCTC^ accepted the Chairmanship of a Panel which should
include representatives from M.O.S. D.S.I.R. (Mr,DOWDEN) and the
Board of Trade (Major STARK).

FIAT REVIEWS

Brigadier GRILLS raised the question of the FIAT Reviews, i:
These
had been handled'by Colonel BLAISDELL whose extension of military
service was due.to terminate in the middle of June. The CHAIRMAN
said he would discuss the problem of completing the work with
Brigadier GRILLS and Co'lonel BLAISDELL.

GERMAN INVENTIONS

■The CILUPMAN said that Brigadier SPEEDING .was anxious to
. • discuss with Meniber Departments the procedure which Research Branch
and Control Commission should adopt regarding German inventions.
7 - The Dominions ’sere also interested in this problem. Points to be
considered were the categories into.which particular inventions might
fall and whether British Government Departments would be prepared to
finance the development of any particular peaceful German inventions
