discussion ideologique des groupes de pression. Il faut
maintenant regarder 1’ideologic marxiste/leniniste et non les
groupes. Le I^/L prend de plus en plus d’ampleur et cette
ideologie s’attire des adherants de plus en plus nombreux. Si
nous regardons les groupes, nous sommes portes
minimiser leur
force. Il est tr^s difficile d’identifier les dirigeants qui,
vehiculent cette pensee mais ils seront positivement identifies
lors de la formation d’un parti ouvrier. Dans le passe, il

In reply to your letter of November 25, 1975 regarding
conditions at "N” Division, I am attaching information copies of
our correspondence to the Commanding Officer “N" Division of 26-1-75
and his response of 2-2-76.

2.
I appreciate your comments in this matter as it is only
when such problems are specifically identified that we can take
remedial action. The remarks of the C.O. "N" Division support this
view, and it would appear that the situation is now being corrected.
I regret tije inconvenience to members of your command during their
stay in Ottawa, and I can assure them that their submissions on this
matter will assist in preventing any reoccurrences.

Reference your correspondence of 26 January 1976, the
problem of noise in the residential area, particularly from
concluding classes, has been of concern for some time.
2.
The necessity to respect the privacy of others has
been stressed in recently revised Post Orders and in our new
hand-out to all course candidates. In addition, a Commissionaire
is now stationed in the Residential Building from 4:00 p.m. to
8:00 a.m. daily. His presence has had a salutary effect on the
conduct of candidates and may go a long way towards improving
the situation.
3.
Another factor which will assist is the opening of
our new facilities on 1 April 1976. This will augment the
present inadequate recreational areas and provide course members
with other outlets for their enthusiasm.

4.
It is most unfortunate that the incident reported in
your correspondence occurred, however, you may be assured that
everything possible is being done to make the course members'
stay at "N" Division as pleasant as possible.

I have attached for your information, copies of
correspondence from the Officer in charge of Security Service,
"C" Division. The situation outlined therein is of concern,
however, I am certain that the circumstances are the exception
to the normal conduct of our members.

2.
I would not wish to see any action taken to adversely
affect the enthusiasm of members celebrating the completion of
a long and concentrated course, and the esprit de corps generated
by social activities. If these activities are disruptive to
other members, however, I feel it is only a matter of fairness
and consideration that those celebrations be limited to areas
where others are not unnecessarily disturbed.
3.
In these times of financial austerity we wish to
continue to make full use of our available Force accommodation,
and to ensure that this accommodation creates the appropriate

On November 13th and 14th, Headquarters, "D"
Operations held an operational conference attended by four
(4) members of the Montreal Security Service who were provided
with overnight accommodation at "N" Division. Upon their
return, all four (4) members submitted written complaints
which you will find attached, describing thoughtless and even
deplorable conduct during celebrations by personnel attending
a SPAC Course. These noisy celebrations lasted until approxi­
mately 5:00 am and prevented our members from obtaining any
sleep.

In the light of the present austerity measures, it

that good use be made of "N" Division for

accommodation purposes. However, unless corrective measures
are taken to insure that such undiciplined conduct be control­
led, we will again have difficulties in "selling" the accom­
modations to our members. In addition, I am sure everyone
appreciates that in order to contribute and obtain the most
from these operational conferences, it is particularly essential
that the members involved, obtain the maximum rest possible.
You will no doubt wish to bring this to the attention of the
Commanding Officer of "N" Division, so that future incidents
of this nature may be avoided.

Relatif au sejour passe a Ottawa concernant cette con­

ference, il est deplorable de souligner que la nuit, du jeudi
13 au vendredi 14 NOV, fut des moins reposante. En effet,
nous avons pu determiner que des membres deja en chambre a
la Division "N‘‘, celebrait la fin d‘un cours. Ces gens ont
categoriquement ete ignorants dans le plus bas mot. Certains
d'eux ont tapage toute la nuit dans les passages et sont
meme venus frapper dans nos portes de chambres. Leur cele­
bration a dure jusqu’a peu pres 5:30 AM (vendredi).

Notons que le repos est necessaire pour poursuivre

objectivement les debats d‘une conference. Il va sans dire
que notre humeur du vendredi n'etait pas egale et fut d’ailleurs
remarquee par les autres participants. Il serait done souhaitable que 1'on agisse d'une maniere plus educative. L'on ne
devrait pas permettre a des adultes (car e’etait un cours de
SPAC) d’agir comme des adolescents. Il est impardonnable
d'empecher son voisin de prendre une bonne nuit de sommeil.

Je propose done que ces conferences a Ottawa, ne soient
pas alimenter d’un sejour de ce genre dans nos quartiers de
la Division "N", pour le bien physique et mental des partici­
pants de meme que pour le bien general du Service de Securite
et ses buts.

dition bien ancree pour les baraques de la Division "N", le signataire se permet de proposer qu'un site d’accueil moins mouvemente et plus discipline soit considers pour les conferences fu­

This statement concerns my sleeping accommodations at "N" Division during a three-day Security Service
Operational Conference - Pressure Groups (IA 10-5-204),
Nov. 12, 1J, and 14.

Sleeping facilities in barracks are, to say
the least, quite Spartan. To add to this, one's inability
to get to sleep before 4 a.m., due to the incessant ruckus
in the hallway of individuals who had overimbibed in their
efforts to outdo each other in celebrating the culmination
of their course made it very difficult to obtain the neces­
sary repos to be able to participate in our indepth politi­
cal discussions the following day.

In view of this, I would strongly suggest that
in future, more suitable accommodations be provided for
similar conferences.

to show the lack of a viable threat from the F.L.Q. and we
should receive it within 2 weeks.

L’EDJ entend se servir du(programme pour
combattre 1* inflation^du gouvernement comme issue
pour encourager le mecontentement dans les rangs
des travailleurs et seme leur doctrine.

Centre de formation populaire (CFP)
Le Centre de formation populaire (CFP) est
considere un cible de premiere importance &amp; cause
de leur but non-avoue, c’est-£-dire la politici­
sation des travailleurs vers la formation d’un
parti ouvrier socialiste (M/L). Certains cahiers
de formation du CFP et traduits de l’espagnol
au franqais, sont originaires de 1’Amerique latine
et ses auteurs semblent £tre des revolutionnaires.
En 1974 plusieurs membres permanents du CFP avaient
voyage en Amerique latine et evidemment etabli
des contacts avec des mouvements ouvriers de la
gauche.

Montreal continue de verifier (monitor) la
programmation du RCV et de se renseigner sur les

Le Sgt. Gauthier a reintere ses idees et
theories concernant 1’existence d’un noyau dirigeant de la
gauche quebecoise lequel serait responsable de 1’orchestration
de certaines actions comme par exemple 1’exploitation des
troubles syndicaux et declanchement de certaines graves.
Charles GAGNON, leader de l’EDJ serait un membre de ce noyau.
Le Sgt. Gauthier a souleve le problems de faire faire une
analyse en profondeur de la gauche quebecoise afin de prouver
sa th&amp;se sur papier. A la suggestion de 1’Insp. Bosse le Sgt.
Gauthier va soumettre un resume de ses hypoth^ses/afin de
sensibiliser la D.G. d’une faqon officielle.
6.
Le Cap. Beaudoin a suggere se servir de
l’ordinateur du Service de securite pour tenter d’identifier
les membres de ce groupe dirigeant, une suggestion qui sera
utilisee.
7.
Personnellement, je ne crois pas &amp; la theorie
telle qu’enoncee par le Sgt. Gauthier malgre qu’il est evident
que tous les organismes de base M/L au Quebec et ailleurs
partagent le but commun de vouloir politiser les travailleurs
afin de former un parti proletarien juge necessaire au renversement
eventuel du regime capitaliste. Je suis d’avis que les dirigeants
de ces mouvements sont trop doctrinaires dans leur interpretation
de 1’ideologic marxiste pour travailler compl^tement de concert
entre eux et que cette situation va continuer pour le futur
immediat.
8.
Recemment il est venu &amp; notre attention que Charles
GAGNON a tenu un cours de trois (3) heures sur le mouvement ouvrier
a 1’Universite du Quebec &amp; Montreal durant leauel il a propage les
theories economiques marxistes£1 a admis que pour
le moment les differents groupes M/L sont divergents dans leur
discours mais que leur but ultime est commun, c*est-&amp;-dire
faire ou arnener la revolution socialists. D’apr&amp;s GAGNON
1’unification des ouvriers autours d’une ligne commune dans une
relation organ!sationnelle est necessaire pour realiser leur
but. Qu’un noyau central de la gauche quebecoise existe ou non
je suis d’avis que leur potentiel pour la creation d’un parti
ouvrier au Quebec demeure.

Le Sgt. A. Peters donna un bref resume de la
Conference Internationale de solidarity ouvri^re (CISC) et
de la creation de comites CISO permanents &amp; Montreal et a
Quebec. Considerant le champs d’action des mouvements
d'inter£t (APLQ, EDJ, CFP, etc.) le besoin de collaborer
etroitement avec les analystes de relation des travailleurs
S. la D.G. et dans les divisions est trds important.

La conference nous a donne 1’opportunite de se
rencontrer personnellement, de discuter les probl^mes mutuels
et de tenter de les solutionner. Il est evident qu’une attention
particuli&amp;re doit £tre donnee aux inter-relations entre les
differents mouvements revolutionnaires inclu^nt ceux en dehors
du Quebec.

Security Service Operational Conference
E.P.O. - Nov. 12, 1975

The Conference was attended by representatives from "A
Division, "C" Division, "0" Division, SS member stationed at
Sudbury and two members from the "HQ"s desk, along with a mem­
ber from the Human Source Development section ("L" Ops.) (eight
(8) members).

Meeting was opened by Insp. BOSSE, followed by the "L ii Ops.
member advising of their role, the support and co-ordination
they could afford the divisions.
2.
Problems brought forward at this time, were that certain
individuals in the divisions seemed to be creating unnecessary
hardships, when the investigators required basic authority etc.
regarding source development and payments. The "L" Ops. member
advised that divisions are very different and each has their
own specific problems. Individuals, such as the investigators
referred to, are known to "L" Ops. and they are working tact­
fully to attempt to rectify these situations.

This portion ended with "L" Ops. advising they were also available
for lecturing duties in the various divisions.
3.
The next topic of discussion was the naming of the group.
It was agreed that EPO was very outdated (1960) and it was time to
have a new name in that it might inspire further interest. After
an enlightening exchange, it was concluded that the name "Unaligned
Marxists and Pressure Group Activity" would fill the requirements.

The Divisions present were canvassed for what degree of
importance their divisions placed on this area, and how was it
handled. The reply was that this area is generally referred to
as the "Old" New Left area and has the lowest priority, and is
looked at when everything else has been done.

The Headquarters members presented the current assessment
of the more important areas, checking with the Division repre­
sentatives if they had any information that was more current to
add to the discussion. An interesting interchange took place,
where information was discussed, and particular incidents and
cases were discussed. It was emphasized that with the coming of
HABITAT in Vancouver, contacts should be continued in the poor,
unemployed groups to be able to forecast any upcoming problem
to assist the SS in "E" Division.

At this stage the "Unaligned Marxist and Pressure Group
Activity" Digest was introduced for comment and the possibilities
of the divisions adopting a like procedure.

The "HQ"s desk advised that it was this type of reporting that
permitted us to make "forecasts and predictions" and it was a
definite advantage to us at this level. After reading and dis­
cussing how it was compiled with the authors, "0" Division, it
was the conclusion of the other divisions that they had neither
the manpower or the time to have someone compile a like digest.
It became evident that because of Cst. TYLER's particular posi­
tion in "0" Division, doing the various papers and write ups for
the Division, he was privy to be able to readily gather the re­
quired material, and to produce the "Digest", where this was not
the case of investigators in other divisions who are constantly
moved about, and in smaller areas fo a multitude of jobs, not
necessarily all in this area. The conclusion seemed to be that
a member would have to be assigned to a similar role in all
Divisions to produce this type of digest, which seemed impossible
at this time due to manpower restrictions and, it was stressed
this member would have to be specially picked (one who wants the
job) or it could not be effectively done. As the only compensa­
tion, it was suggested that the weekly assessment sheets that are
currently compiled within the Divisions be forwarded to the "Digest"
file. This, of course, would contribute something, but this is
not the type of material the Digest was created for. "O" Division
will continue reporting on the Digest.

The floor was made available at this time for discussions
on personal, divisional, or work problems. "C" Division implied
that currently their division is fully employed preparing for the
Olympics, and they are currently involved in a difusion programme
and material for their attention at this time would require a
certain degree of priority.

"O" Division's complaints revolved around enquiries from
the "HQ"s desk, in respect to well publicized legitimate groups e.g. "People off Planes". It was explained that we receive enquiries

from outside of Canada, for this information. We agree this type
of request should be carefully looked at, and already there has
been a degree of cutting back on this type of request, Hopefully,
we will have tighter controls on this in the future.
The second point raised by this Division was with reference to
SS mandate. May 2/75, file IA-10-2-1, Item A, Section "F". It
was not laid out specifically enough, and it was felt clarification
must be made to make their goals achievable.
The third point was that "HQ's has been replying to the various
papers submitted by the Divisions by one or two pages of flowery
compliments. This is felt to be unnecessary as this work is what
they are paid to do. It was agreed that if this system becomes
routine, the compliments are meaningless. The Division stated
that the feelings there are, submit a many page report, regardless
of content, a lot could come from reading the newspapers, you will
get a flowery letter back from "HQ".

The latter part of the conference was directed toward
study of the Third World activities, and support groups in Canada.
"HQ" members spoke on how they saw the situation, "O" Division
discussed their paper on the subject. This area proved interesting
and informative and made the Divisions aware of this interest.
Again "C" Division stressed the timing was bad to start a project
of this type because of their commitments. "A" Division voiced
concern as the investigations would, no doubt, lead into investi­
gations of church funding groups, and government supported groups,
and they could foresee possible repercussions in this area.

It was explained that there would no doubt be various things crop­
ping up as in other cases, each investigation would have to be
looked at and co-ordinated if necessary as we went into the programme. If the field, is of the opinion that a touchy matter has
cropped up, they should feel free to consult "HQ", but at the same
time supply all the facts leading up to it.

Another suggestion from the Divisions was that because of govern­
ment funding in some cases, the Solicitor General's office should
be approached in the initial stages to help open some of the doors
in government agencies, and also be in the picture to be ready should
incidents erupt due to our investigation.

A period was then held for investigators to interchange
information on the groups of interest to each other. This proved
to be extremely informative.
11.
All representatives were canvassed to find out if they had
sufficient source coverage in the areas of interest to us and it
was found out that the current situation shows the areas are well
covered. No additional attention was required in this area.

In concluding, it is felt the timing for instigating
new projects is not good, in that two of our larger Divisions
are taxed for other duties at this time. We feel we should
proceed with dispersing the information, pointing out our areas
of interest, but expecting little or no input from them at this
time. We cannot be expected to properly evaluate this area
without their participation either, so the end result will
take some time.

The participants, I feel, had a good interchange of information
and ideasy and where and when possible, direct these investigations
on current interest areas, where as before these areas were not
clear.
Another interesting point raised by the divisions was that if
"HQ"s sends out material, without a commanding tone for a request,
or activity, it is handled in a mundane manner by the Divisions.
Your attention is drawn to Paragraph #8, the second goal. The
Officer i/c of that particular area intends to bring this question
up at the next Commanders meeting.

acadiens reqoivent de I’aide du Centre de formation populaire
(CFP) de Montreal. Rdceinment un nombre d’activistes ont
visits les bureaux de 1’Agence de presse libre du Quebec
(APLQ) durant lequel un d change d’information sur leurs
mouvements respectifs suivit. De plus, un nouvel organisme,
le Centre de formation et developpement (CFD) a dtd cred
au Nouveau Brunswick qui semblerait Stre la contrepa rtie
du CFP. -------D’aprAs le Cap. Leblanc les Maoistes n’ont pas
rdussi A infiltrer le milieu acadien.&gt; Les mcmbres du
Service de sdcuritd A Moncton se sont donnds les buts
suivants:

L’identification et le contrSle des principaux
activistes au sein du mouvement acadien, i.e.
Raymond LEBLANC, Bernard GAUVIN, Dr. J.P.
LATAIGNE, etc.

(b)

Se tenir au courant des inter-relations entre
ces activistes et les mouvements homologues
au Quebec.

Le deuxiAme orateur, le Cap. Beaudoin. 1’assistant
du Sgt* R. Gauthier responsable des groupss de pression A
Montrdal.r donna un rdsumd des activitds des principaux mouvements
Maincistes/Ldninistes au Qudbec et en particulier concernant leurs
activity s’ dans la region de Montreal:
(a)

Agence de presse libre du Qudbec (APLQ)
L’APLQ planifie une nouvelle orientation qui verra
de ses membres aller oeuvrer dans les usines afin de
donner A 1’APLQ son propre mouvement politique A la
base (groups d’intervention) semblable A 1’Equips
du journal (EDJ).

L’EDJ entend se servir du programme pour
combattre 1’inflation du gouvernement comme issue
pour encourager le mdcontentement dans les rangs
des travailleurs et sem£ leur doctrine.

Centre de formation populaire (CFP)

Le Centre de formation populaire (CFP) est
considere un cible de premi&amp;re importance &amp; cause
de leur but non-avoue, c’est-^-dire la politici­
sation des travailleurs vers la formation d’un
parti ouvrier socialists (I^/L). Certains cahiers
de formation du CFP et traduits de I’espagnol
au frangaiss sont originaires de I’Amdrique latine
et ses auteurs serablent 6tre des r^volutionnaires.
En 1974 plusieurs membres permanents du CFP avaient
voyage en Am^rique latine et evidemment £tabli
des contacts avec des mouvements ouvriers de la
gauche.

Radio Centre Ville (RCV)

Ifontrdal continue de verifier (monitor) la
prograrmation du RCV et de se renseigner sur les
activites de ses dirigeants.

Le Sgt. Gauthier a reintdre ses iddes et
theories concernant 1*existence d’un noyau dirigeant de la
gauche qudbdcoise lequel serait responsable de 1’orchestration
de certaines actions commo par exemple 19exploitation des
troubles syndicaux et ddclanchement de certaines graves.
Charles GAGNONp leader de 1’EDJ serait un membre de ce noyau.
Le Sgt. Gauthier a soulevd le probl&amp;ne de faire faire une
analyse en profondeur de la gaucho quebecoise afin de prouver
sa thfcse sur papier. A la suggestion do 1’Ihsp. Bossd le Sgt.
Gauthier va soumettre un rdsume de ses hypotheses afin de
sensibiliser la D.G. d’une fag on officielle.

Le Cap. Beaudoin a suggdrd se servir de
I’ordinateur du Service de sdcuritd pour tentor d’identifier
les membres de ce groupe dirigeantB une suggestion qui sera
utilisde.

que tous les organismes de base I-j/L au Quebec et ailleurs
partagent le but commun de vouloir politiser les travailleurs

£ventuel du regime capitaliste. Je suis d’avis que les dirigeants
de ces mouvements sent trop doctrinaires dans leur interpretation

entire eux et que cette situation va continuer pour le futur

Security Service Operational Conference
E. P. O. - Nov. 12. 1975
The Conference was attended by representatives from "A"
Division, "C" Division, "O" Division, SS member stationed at
Sudbury and two members from the "HQ"s desk, along with a mem­
ber from the Human Source Development section ("L" Ops.) (eight
(8) members).

Meeting was opened by Insp. BOSSE, followed by the "L" Ops.
member advising of their role, the support and co-ordination
they could afford the divisions.
2.
Problems brought forward at this time, were that certain
individuals in the divisions seemed to be creating unnecessary
hardships, when the investigators required basic authority etc.
regarding source development and payments. The "L" Ops. member
advised that divisions are very different and each has their
own specific problems. Individuals, such as the investigators,
referred to, are known to "L" Ops. and they are working tact­
fully to attempt to rectify these situations.

This portion ended with "L" Ops. advising they were also available
for lecturing duties in the various divisions.

The next topic of discussion was the naming of the group.
It was agreed that EPO was very outdated (1960) and it was time to
have a new name in that it might inspire further interest. After
an enlightening exchange, it was concluded that the name "Unaligned
Marxists and Pressure Group Activity" would fill the requirements.

The Divisions present were canvassed for what degree of
importance their divisions placed on this area, and how was it
handled. The reply was that this area is generally referred to
as the "Old" New Left area and has the lowest priority, and is
looked at when everything else has been done.

The Headquarters members presented the current assessment
of the more important areas, checking with the Division repre­
sentatives if they had any information that was more current to
add to the discussion. An interesting interchange took place,
where information was discussed, and particular incidents and
cases were discussed. It was emphasized that with the coming of
HABITAT in Vancouver, contacts should be continued in the poor,
unemployed groups to be able to forecast any upcoming problem
to assist the SS in "E" Division.

At this stage the "Unaligned Marxist and Pressure Group
Activity" Digest was introduced for comment and the possibilities
of the divisions adopting a like procedure.

The "HQ"s desk advised that it was this type of reporting that
permitted us to make "forecasts and predictions" and it was a
definite advantage to us at this level. After reading and dis­
cussing how it was compiled with the authors, "0" Division, it
was the conclusion of the other divisions that they had neither
the manpower or the time to have someone compile a like digest.
It became evident that because of Cst. TYLER's particular posi­
tion in "0" Division, doing the various papers and write ups for
the Division, he was privy to be able to readily gather the re­
quired material, and to produce the "Digest", where this was not
the case of investigators in other divisions who are constantly
moved about, and in smaller areas so a multitude of jobs, not
necessarily all in this area. The conclusion seemed to be that
a member would have to be assigned to a similar role in all
Divisions to produce this type of digest, which seemed impossible
at this time due to manpower restrictions and, it was stressed
this member would have to be specially picked (one who wants the
job) or it could not be effectively done. As the only compensa­
tion, it was suggested that the weekly assessment sheets that are
currently compiled within the Divisions be forwarded to the "Digest"
file. This, of course, would contribute something, but this is
not the type of material the Digest was created for. "0" Division
will continue reporting on the Digest.

The floor was made available at this time for discussions
on personal, divisional, or work problems. "C" Division implied
that currently their division is fully employed preparing for the
Olympics, and they are currently involved in a difusion programme
and material for their attention at this time would require a
certain degree of priority.

"0" Division's complaints revolved around enquiries fromthe "HQ"s desk, in respect to well publicized legitimate groups e.g. "People ok Planes". It was explained that we receive enquiries

from outside of Canada, for this information. We agree this type
of request should be carefully looked at, and already there has
been a degree of cutting back on this type of request, Hopefully,
we will have tighter controls on this in the future.
The second point raised by this Division was with reference to
SS mandate. May 2/75, file IA-10-2-1, Item A, Section "F". It
was not laid out specifically enough, and it was felt clarification
must be made to make their goals achievable.
The third point was that "HQ's has been replying to the various
papers submitted by the Divisions by one or two pages of flowery
compliments. This is felt to be unnecessary as this work is what
they are paid to do. It was agreed that if this system becomes
routine, the compliments are meaningless. The Division stated
that the feelings there are, submit a many page report, regardless
of content, a lot could come from reading the newspapers, you will
get a flowery letter back from "HQ".

The latter part of the conference was directed toward
study of the Third World activities, and support groups in Canada.
"HQ" members spoke on how they saw the situation, "0" Division
discussed their paper on the subject. This area proved interesting
and informative and made the Divisions aware of this interest.
Again "C" Division stressed the timing was bad to start a project
of this type because of their commitments. "A" Division voiced
concern as the investigations would, no doubt, lead into investi­
gations of church funding groups, and government supported groups,
and they could foresee possible repercussions in this area.

It was explained that there would no doubt be various things crop­
ping up as in other cases, each investigation would have to be
looked at and co-ordinated if necessary as we went into the pro- .
gramme. If the field, is of the opinion that a touchy matter has
cropped up, they should feel free to consult "HQ", but at the same
time supply all the facts leading up to it.

Another suggestion from the Divisions was that because of govern­
ment funding in some cases, the Solicitor General's office should
be approached in the initial stages to help open some of the doors
in government agencies, and also be in the picture to be ready should
incidents erupt due to our investigation.

A period was then held for investigators to interchange
information on the groups of interest to each other. This proved
to be extremely informative.

All representatives were canvassed to find out if they had
sufficient source coverage in the areas of interest to us and it
was found out that the current situation shows the areas are well
covered. No additional attention was required in this area.

In concluding, it is felt the timing for instigating
new projects is not good, in that two of our larger Divisions
are taxed for other duties at this time. We feel we should
proceed with dispersing the information, pointing out our areas
of interest, but expecting little or no input from them at this
time. We cannot be expected to properly evaluate this area
without their participation either, so the end result will
take some time.
The participants, I feel, had a good interchange of information
and ideas,, and where and when possible, direct these investigations
on current interest areas, where as before these areas were not
clear.

Another interesting point raised by the divisions was that if
"HQ"s sends out material, without a commanding tone for a request,
or activity. it is handled in a mundane manner by the Divisions.

Your attention is drawn to Paragraph #8, the second goal. The
Officer i/c of that particular area intends to bring this question
up at the next Commanders meeting.

Conference operationnelle - Groupes de pression Operations ”D”

Nous avions il y a dej^ quelque temps,
prevu la necessite de tenir un seminar concernant les groupes
de pression et du terrorists domestique. Les 12 au 14
novembre 1975 ont ete designes par la Section de la
formation et du perfectionnement &amp; quel temps ce seminar
devrait £tre tenu.
2.
Nos intentions sont d*inviter des representants
des Divisions ”A”, "C", "J” et ”0”. Les buts vises sont de
discuter nos objectifs, programmes en cours, les priorites
qui s’imposent’et probl&amp;nes relatifs au secteur ci-haut
mentionne.

3.
Nous prevoyons la participation d’environ
1S membres repartis comme suit: 2 de la Division "A", 4
de la Division ”C”, 1 de la Division ”J”, 2 de la Division ”0”
ainsi que 9 membres de la Direction generale. Les membres
de 1’exterieur seront loges &amp; la Division ”N”.

Considerant que le cout de transport des
participants de 1’exterieur est la responsabilite des divisions
et qu’ils seront loges &amp; la Division ”N”, il ne reste que les
prix des repas, done la plupart seront consumes A la Direction
generale ou &amp; la Division ”N”, le cotit maximum pour les 7
membres de 1’exterieur et 2 membres de la Division ”A” serait
de moins de $200.

Face au programme d’austerite en marche, nous
avons reduit au minimum la participation des membres venant
de 1’exterieur tout en considerant nos besoins pour atteindre
les buts vises lors de ce seminar.

FURTHER TO OUR SS(D)1202/259, THE MEMBERS ATTENDING THE
N0V12/75 CONFERENCE WILL BE GATHERING TO PRIMARILY ESTABLISH A
PERSONAL CONTACT, WOTH OTHER INVESTIGATORS IN THEIR FIELD AND TO
DISCUSS, THEIR DIVISION STRUCTURE AS TO HOW THE E.P.O. PROGRAMME
IS BEING COVERED, NUMBER OF MEMBERS INVOLVED, THE RESOURCES COM­
MITTED. THIS PARTICULAR AREA HAS, BEEN IN A STATE OF SUSPENSION
FOR SOME TIME AND IT IS HOPED WE CAN REVITALIZE THE AREAS WHERE
IT IS AGREED, COVERAGE IS REQUIRED.
IT IS UNDERSTOOD THAT DUE TO PRIORITIES MANPOWER COM­
MITMENTS, ETC. IN THE MAJORITY OF DIVISIONS THIS AREA HAS BEEN
SHELVED. IT IS OUR INTENTION TO HAVE A READING FROM YOUR DIVISIONS
AS TO WHAT CURRENT (74-75) ACTIVITY IS TAKING PLACE IN THE GENERAL
AREAS LISTED BELOW. THIS IS NOT TO BE INTERPRETED AS A LIST OF
GROUPS TO RUN OUT AND CHECK UP ON, BUT AS A LIST TO DISCUSS IF
THEY CAME TO YOUR ATTENTION THROUGH NORMAL CHANNELS DURING THIS
PERIOD.

THE FORMAT FOR THIS CONFERENCE WILL BE ONLY ON THE INVENTIGATOR TO INVESTIGATOR LEVEL, WITH NO FORMAL PROCEDURES. IT

(FLQ) AND PRESSURE GROUPS (EMERGING AND SOCIO CULTURAL) AMONG THE

CONFERENCE WHICH WILL BE HELD IN FRENCH WILL COMMENCE AT 8:30
