Draft Agreement for Co-operation
Regarding Atomic Information

Attached are the following documents relating to negotiations concerning the proposed new
NATO Atomic Information Agreement:
a.

NATO Paris Messages 802, 803, 815
and 839;

b.

External Affairs Message DL 955 j

c.

NATO Document AC/228-WP/2 dated
23 April 1964.

A resume of negotiations leading to a new
NATO Atomic Information Agreement is at Flag "A".
As stated in that paper it was agreed at the 16-18
October 1963 meeting that the Working Group would be
reconvened at a date to be decided by its Chairman,
The reason for this indefinite pause in the negotiations was the need for reconciliation of United States
and French views on the first draft.

Until receipt of the attached messages (which
preceded receipt of the new draft Agreement AC/228-WP/2)
there has been no Canadian activity on the subject.
External Affairs message, DL 955 approving the draft
Agreement was despatched, as noted, with some reluctance
to meet the need for resolution at a meeting to be held
4 May 1964.

Prior to despatch of message DL 955 by External,
JAG and ADM/R Patents views were obtained and forwarded
to External, As noted in the message, Canadian comments
were of a minor nature and agreement with the WP/2 draft
is considered in the best interests of the participating
NATO countries.
