It is suggested that the word "nationals'1, in lines~2 and 3 be clarified, as it is subject to various interpretations. "Some countries limit the word national to "natural-born" citizens, and others include naturalized citizens, b. Section IV, Control of Atomic Documents, There must be a central national control and NATO should not pass documents direct to units or formations. c. Section X, Para D, There appears to be little value in inspection reports being distributed down to installations and military headquarters concerned. It would be adivsable to have the national headquarters receive the inspection reports and direct that necessary remedial action be taken by the subordinate concerned. d.
