Executive Secretary
Joint Special Weapons Policy Committee
Draft Agreement Between NATO Members for
Co-Operation Regarding Atomic Information
1.
As requested by your CSC 2108-1 TD 15 (JSWPC)
dated 1 Aug 63, herewith are comments on the draft
Agreement.
2.
This agreement provides for the exchange of
information between NATO countries. It does not mention
patents nor any agreements concerning them. It is
suggested that patents should be protected by an agreement similar to Article Z of the Bilateral Agreement
between Canada and the United States on the Exchange of
Atomic Information for Mutual Defence Purposes.
3.
While the Security Annex.of this Agreement
is very, similar to that of the Bilateral Agreement a
separate system to administer this security requirement
should be set up.
