General Foulkes told me that he had received categorical assurance over the telephone from the pentagon that the President has not delegated his autfcrlty in this regard to CINCNORAD. General Foulkes also said that after a good deal of effort and prodding he had succeeded, he thought, in piecing together what had been said by NORAD Officers to a representative of "The New York Times". As we were aware, In.the event of a Red or Yellow Alert, NORAD was authorized to send up planes armed with MB 1 nuclear missiles.' Planes under NORAD's command, General Foulkes added, were also under standing instructions to use any weapons at their disposal if they were attacked* What had happened in the briefing given to the "New York Times* reporter was that some NORAD Officer, in a foolishly boastful way, had linked those two directives together and had come up with the conclusion that CINCNORAD alone of all United States Commanders could order the use of nuclear weapons without specific authority being given by the President. General Foulkes did not comment on what he had been told by the Pentagon and had learned from NORAD Headquarters. I thought lt prudent to follow his example.
