Proposed Agreement with the United
States Governing the Provision of
Stockpiles of Huclear Warheads for
Canadian Forces
With reference to my memorandum to
you of February 6th on the above subject under
cover oi which I sent you Departmental comments
on the proposed draft agreement, you will
perhaps be interested to see the attached
letter which the Chairman of the Chiefs of
Staff Committee has sent me.
2.
Attached to Air Marshal killer's
letter is a memorandum on the question of
controls which he prepared for /ir. Barkness.
The particular aspect covered by this paper is
control over the use of nuclear weapons. It
does not cover, as did our comments, controls
over storage and release from storage. Within
its limits however it reaches the same
conclusion as did our paper, namely that the
Canadian Government would be in a position to
exercise an effective and absolute veto on the
use of the weapons made available to Canada
once they have been released by the President.
