There is attached for your signature if you concur, a memorandum for the Prime Minister on the above subject. 2. The memorandum is based on the information you gave me concerning discussion of the question of stockpiling of nuclear weapons at Goose Bay v/hich took place at the Meeting of Consultation in Washington last Monday. We have'""included. as well, some background information concerning the Goose Bay air base itself*. 3» We understand that the Prime Minister wished to have a memorandum on the subject for use at today's Cabinet meeting. We have not, hov/ever, recommended that the Cabinet be asked to take any decisioh of substance since we believe we should know a good deal more about the details of the United States proposal before there is a Canadian decision. / Defence Liaison (1) Division A0027625 3-000160 �-• - ^—r • Z; ' . - * • K X Cthl^'P* ia \ . e A * \ <i\ r o TOPSECRET —J I hav<£ already informed you that during the meeting of consultation with the United States officials in Washington on 30 September, we were briefed on the U.S. future plans for re-arming a s additional fighter squadrons of the USAF with the MB 1 air-to-air atomic missile. This included a squadron at Goose Bay. On further questioning, it was revealed that the US Air Force planned to change the aircraft in the present squadron at Goose Bay and arm it with the MBl but this was not scheduled before 1958-59. Para 2 The United States plan to use the installation at Goose Bay as an alternate base for the Strategical Air Force, 17'7 s^mM Para 7 It will be recalled that on 19 June 1957, the Govern- ment agreed to extend the present MBl agreement under existing conditions for one year. While this agreement was under negotiation we were informed by the US authorities that the United States Air Force had no plans to equip Goose Bay or the Newfoundland base with the MBl for the next two years. Therefore there does not appear to be any urgency in reaching a decision on this matter since the present agreement will last until 30 June, 1958, and it is not likely that the United States timing for re-equipping this squadron •ni. i. r xi. inco cn will be before the year 1958-59.
