Re:

Atomic Energy Control Legislation United States Enquiry.

This refers to the letter dated the 12th instant
from the United States Embassy to your Department, and your
letter, dated the 19th instant, to the Chairman, Chiefs of
Staff, and the Secretary to the Cabinet, concerning "Canadian
legislation which would prohibit the storage of nuclear
weapon components in Canada",
So far as the Atomic Energy Control Act is concerned,
there is nothing in it which would prohibit the storage of
nuclear weapon components in Canada or their entry into
Canada, The matter might be affected by sections 200 and 201
of the Atomic Energy Regulations of Canada, but even if
satisfactory arrangements could not be made by Board Order
under the regulations, any necessary amendment to the regulations themselves could be made without legislation.
I should be glad to discuss the matter in more
detail with officers of your Department or of National Defence
on my return to the city on the 9th of September.
