Thank you for letting me see the memorandum
under reference. Paras. 2 and k thereof carry the
idea of the "graduated deterrent", which has strong
theoretical appeal but has not been accepted by
NATO as practical strategy. Current WATO thinking
concludes that the alliance can only hope to meet a
large scale attack successfully if nuclear strategic
retaliation is immediate and all out. Furthermore,
attempts to make the sort of distinction suggested by
Mr, Cadieux run up against the great and growing
difficulty of classifying nuclear weapons as "tactical"
or "strategic".
2.
We should be grateful to know how Legal and
U.N. Divisions view the suggestion.
