This division has prepared for the Commonwealth Prime Ministers' Conference a paper on defence, in which is discussed in general terms the military state of the HATO Alliance, Ho reference has been made, however, in this paper to the general problem of modern weapons, and to the "4th Power" problem in particular, 2. It is most doubtful that the question of nuclear weapons and the related "Hth power" problem will be raised at the formal sessions of the conference.
