I am doubtful whether the last part of the new paragraph suggested as a replacement for the original paragraphs 21 to 26 belongs in this memorandum rather than *s. the companion memorandum on uranium sale policy. I am also doubtful about the thesis contained in it. you will note that the attached letter endorses the relai**e amendments suggested by Messrs. Bryce and Plumptre. I have some doubts about Mr. PlumptreTs suggestion for an additional sentence for paragraph 7 (see attached copy of the original draft with suggested amendments grafted onto it by Mr. Dwyer j&but on balance I think it will not conflict with our revisions!. ^ M y" I think it would be useful, if not essential, for this memorandum and the one on sales policy to go U P to Qabinet together"! Mr. Couillard has mentioned that Mr. Bennett wiil~not be available to discuss the other memorandum until the middle of June. I attach a copy of the original memorandum and a copy of our suggestions for new paragraphs 12 to 24 as v/ell as copies of Messrs. Bennett's and Plumptrefs proposals. I have made extra copies of the attached letter to Mr. Bryce. I think it would be useful to circulate them to D. L. (1) and Economic Divisions before the letter is put into final form.
