l.THE QUESTION OF ATOMIC WEAPONS NOT ONLY FOR THE BUNDESWEHR BUT
EVEN THE LOCATING OF THEM ON WEST GERMAN SOIL BECAME SUCH A HOT
POLITICAL ISSUE LAST WEEK THAT GENERAL HEUSINGER CALLED IN THE
MILITARY ATTACHES FROM THE UK, USA AND FRANCE FOR A DISCUSSION WITH
BRIG GEN DE MAIZIERE AND HE HIMSELF SAW GENERAL HODES WHEN HE WAS
HERE IN BONN LAST MONDAY.
2 . THE GIST OF THESE TALKS WAS A REQUEST BY THE DEFENCE MINISTRY FOR
THE THREE MAJOR STATIONING POWERS TO PLAY DOSN ALL REF UNTIL AFTER
THE ELECTIONS TO ANY ATOMIC WEAPONS THAT THEY MIGHT PLAN TO STATION
IN GERMANY IN THE FUTURE OR THAT MAY BE STATIONED IN GERMANY NOW. I
GATHER GENERAL HODES HAS AGREED NOT TO DO ANY EXERCISES DURING THE
NEXT FOUR MONTHS WITH UNITS HAVING THE ATOMIC CAPABILITY WHICH WOULD
REQUIRE THESE UNITS TO CARRY OUT MOVES AND DEPLOYMENTS THAT MIGHT
ATTRACT UNDUE ATTENTION FROM THE CIVILIAN POPULATION.
3 . SO FAR AS I CAN JUDGE TWO RECENT HAPPENINGS DECIDED THE MINISTRY TO
MAKE THE ABOVE REQUEST TO THE THREE MAJOR STATIONING POWERS.

THE

FIRST WAS A PRESS REPORT AT THE END OF THE FIRST WEEK IN MAY WHICH
STATED TV. .""THAT THE BRITISH HQ IN GERMANY HAD ANNOUNCED THE IMMINENT
TRANSFER TO THE FEDERAL REPUBLIC OF A BRITISH ROCKET REGIMENT EQUIPPED WITH TACTICAL ATOMIC WEAPONS". ALTHOUGH THIS REPORT WAS DENIED
BY BOTH THE BRITISH AND THE DEFENCE MINISTRY THE DAMAGE HAD BEEN
DONE AND THE SPD TOOK FULL ADVANTAGE OF I T .

THE SECOND INCIDENT I N -

VOLVED AN' AMERICAN FIELD COMMANDER IN SOUTH-WEST GERMANY WHO WAS
PLANNING TO LET OFF A SIMULATED ATOMIC BOMB ON KARLSRUHE TO BE
FOLLOWED BY A DEMONSTRATION OF WHAT DAMAGE V/OULD HAVE BEEN DONE TO
THE CITY.

THIS WAS ALL PLANNED FOR MAY 9 THE DAY BEFORE THE ATOMIC

DEBATE WAS TO TAKE PLACE IN THE BUNDESTAG.

NEEDLESS TO SAY THE

DEOMONSTRATION DID NOT TAKE PLACE.
4 . SINCE WE ARE THINKING IN TERMS OF POSSIBLE ROCKET-TYPE ARTILLERY
FOR OUR BRIGADE IN GERMANY I THOUGHT IT WISE TO LET YOU KNOW HOW
VERY SENSITIVE THE SUBJECT I S HERE IN WEST GERMANY AT THE PRESENT
