Memorandum to Cabinet on the "Fourth
Power" Problem
Introduction of Nuclear Weapons in
Shield Forces in NATO
I do not think we should lose sight of General
Foulkes' original idea that the provision of nuclear weapons
to members of NATO as aid could be used to discourage the
production of such weapons by the European members of NATO.
While, following our examination, it does not
seem to be practical to suggest that members of NATO should
agree not to undertake a weapons program, I don't think
there would be a similar objection to placing financial
impediments in their way to adopting such a program.
However, paragraph 17 as drafted by you would
actually be an encouragement to those nations to adopt a
weapons program since it suggests that Canada should agree
to provide as mutual aid, uranium required by any NATO power
for a weapons program.
I would suggest that Canada consider only pro~
viding uranium required for the manufacture of weapons, which
weapons themselves, were to be transferred to a third NATO
country under a military aid program of the manufacturing
country. &gt;If such a policy were adopted, Canadian aid would
be an incentive to any recipient country not to manufacture
while as at present drafted, the incentive would be in the
opposite direction.
