I have several comments to offer, a s follows Page 2 - Paragraph 6 - The oentence beginning '-Although Canada" and ending "nuclear weapone" So far as Chalk River is concerned, none of the joint programmes with the United Kingdom under taken thus far hae been concerned in any way with the weapons programme. Page 3 - Paragraph 11 - t would suggest that "possible" be substituted for the adjective "consequent". Pages 4 and 5 - Paragraph 1 7 - 1 suggest that the following sentence be added to the paragraph: ' This opinion is supported by the reaction of certain countries to Canada's announcement that Bilateral Agreements covering the sale of uranium would contain control provisions similar to those contained ia Article XII of the Statute for the International Atomic Energy Agency. ' Page 6 - Paragraph 24 - The sentence beginning "As a result* and ending "principle of effective controls' It may be that we will not have the opportunity of declining to supply fuel for the CIR reactor, since there is some evidence that India is planning to fabricate A0027623 92-000092 / y . f . -? 5/u*/ �its own fuel elements, t have had no word from D r . Bhabha about the supply of fuel elements since our meeting in Ottawa last October, at which time it was agreed that he would write me on this subject. Our Chalk River Fuel Element Division has received certain inquiries from the Indians about the technique of fuel element fabrication. The detailed nature of these suggests strongly that India has under way, or intends to put under way, a fuel element fabrication programme. While we have provided general information on the subject, we have not thought it desirable to give the Indians any information on the particular fabricating techniques which we have developed.
