Our Aprll issue of Foreign Affairs went astray and, local

bookshops being of no help, it was only last week that we were able to
borrow a copy.

In tm.t issue, as you will have noticed, there is an
article entitled "Atlantic Relationships and Nuclear Problems - a
French View" by
de Rose.

The principal theme of the article is the recpirement for
two loci of strategic nu.c lear
and of independent decision in the
Western Alliance in order that the peculiar security problem of Europe
may be met. That problem is held to be the possibility of Soviet miscalculation about the automaticity of the American strategic nuclear
commitment to the defence of Europe which could ar.i. se as a l'lesult
of the factors of geography and the variety of means by which Europe can
be attacked by land.
