NATO Multilateral Force
Last week a member of the Canadian
assy in
Washington was called to the State Department and informed
that the U.S.A. was approaching the governments with whom
Livingston Merchant had spoken to determine whether any of
them had an interest in associating itself at this stage
with the working level talks on the MLli' now taking place·
between the U.S.A., West Germany and Italy in Washington.
Attached to this memorandum is a copy of the talking points
from which the State Department official spoke.
2.
In view of the position taken at Hyannis Port and
the Prime Minister's statements in the House of Commons, you
may wish to suggest to the Prime l\linister that we do not take
part in these talks at this stage. Attached for
if you agree is a memorandum for the Prime Minister
recommends that:

arrangements as suggested by the u.s.A. to be kept
informed on the course of the talks;

say nothing to make progress on ..the MLF more difficult.
