He met Prime Minister Pearson, Foreign Minister Martin and Minister of Defence Hellyer. "One of the subjects to be discussed concerns -the four Canadian Starfighter Squadrons, which are to be stationed in France from the end of this year. In view of France's refusal to tolerate foreign nuclear weapons on her territory, Hellyer considers that these jet machines are thus useless to NATO. On the other hand, the stationing of the Canadian squadrons in the Federal Republic is thought to present considerable difficulties." 2. At a recent dinner in Bonn attended by a member of the Canadian Embassy, Sulzberger of the New York Times said: "He had heard that, in connection with the -difficulties with France about nuclear armament for Canadian four French-based F104 squadrons, there was consideration being given in Ottawa to the return of these four squadrons to Canada. The idea would be that they might take on operational roles in Canada now being carried by USA units, e.g. the Voodoos based in Newfoundland, which could be transferred to Europe to take up the slack here." He also said: "He had no reason to believe a decision had -been taken, and explained that in his understanding the difficulties with France had merely been the starting point for considering the possibility of returning the squadrons to Canada. The plan as now being considered was regarded as attractive in its own right, not just as a means of dealing with the French problem. As for the political consequences, this factor had been tru{en into account; if the plan were adopted . the withdrawal of air units would' be offset by the assignment to Europe of additional Canadian Army units." • • • 2 000410 �SECRET - 2 - He said, apparently fishing for reaction: "that such an arrangement might well have both .financial and political attractions for the Canadian Government.
