Attached for your signature, if you agree, is a telegram to the Canadian NATO Delegation providing comments on the Secretary-General's draft proposals for launching the NATO Force Review. 2. Canada is committed to participate in this Review and has approved the aims which the SecretaryGeneral is trying to achieve, i.e., to establish NATO long-term force goals on a sound basis. This policy was approved by Cabinet in the general instructions to the Canadian NATO Delegation to the recent Ministerial meeting in Ottawa. CIRCULATION 3. The Secretary-General's proposals are of a procedural nature and, therefore, it would not appear to be necessary to obtain approval of this telegram from the Minister;::. of National Defence and the Secretary of State for External Affairs. The Chairman, Chiefs of Staff, is of this view and he has approved the text of the attached telegram. 4. The meeting of the NATO Council to discuss this matter is to take place on Thursday, July 25.
