Certain considerations bear on the Canadian attitude to this review and should be kept in mind: (a) Canada has agreed to participate fully in the review and has approved the aims which the Sec-Gen is trying to achieve, i.e. to establish NATO long-term force goals on a sound basis. (b) Canada is undertaking a complete review of national defence policy and Canadian Ministers have expressed the hope that the national review and the NATO review can proceed in parallel. (c) The necessary interdepartmental co-ordination and the establishment of procedures whereby the national review of defence policy is to be conducted are still under discussion in Ott. This should not inhibit us from pressing for agreement in Council to proceed as soon as possible with the NATO Force Review but it will have to be borne in mind when the time comes for the NATO Planning Team to review Canadian present and future defence programmes. 2. For your own information, we hope that the proced- urea for the national review will be established before the NATO Team is ready to deal with Canada but, if this should not / prove to be the case, an impending visit of the NATO Planning ... /2 000477 �, SECRET - 2 - Team could provide the necessary stimulus to ensure agreed procedures for the Canadian Review. J. Our general reaction to the Sec-Gen's proposals are as follows: (a) There appears to be no question of the need to re-establish NATO force goals on an equitable basis. The Sec-Gen 1 s proposals appear sound and might provide realistic force goals, bearing in mind overall national capabilities with due regard to basic economic and manpower considerations. (b) The success of the Sec-Gen 1 s review will depend on full co-operation from member countries. At the same time, however, it is important that national authorities should have ready access at all stages of the review to the work of the Planning Team and Special Group. (c) This continuous consultation procedure particularly applies to the criteria, planning and standards adopted by the NATO Planning Team and Special Group. Unless this consultation takes place, national authorities may come to believe that they will be forced into military commitments without full account being taken of national factors by the NATO Planning Team. Any unnecessary coercion by those conducting the NATO Review to force national contributions to meet national capabilities as determined by the NATO planners could well lead to the failure of the Review. 4· Our specific comments on the Sec-Gen 1 s proposals are: Role of the Council - There does not appear to be any specific role for the NATO Council during the first phase of the Review. 000478 - - - /'>. �SECRET - 3 - We believe it essential that the Council be kept continually in the picture at all stages of the review process. The Sec-Gen, therefore, should be instructed to make regular reports to the NATO Council both during Phase 1 as well as Phase 2 of the review. Composition of the NATO Planning Team - It is essential that there be an awareness at the national level of what is being contemplated by the Planning Team and the cial Group. This might be ensured by some device such as national liaison officers attached to the Planning Team. We attach importance to this as we would wish to ensure that the National Planning Team was kept aware at all times of Canada's other defence commitments in North America and in international peace keeping. National Planners - We have some reservations about the suggestion that the NATO Planning Team, as part of the data gathering process, should interview national authorities at the planning level alone. National planners have no direct responsibility for defence policy and there would appear to be a danger if this procedure was followed of the NATO Planning Team putting forward suggestions on a country's long-term defence planning and planning trends quite unrelated to the overall defence policy approved by the Government of the country in question. We have no strong views about whether or not there ). should be both a NATO Planning Team and a Special Group.
