Global Defence Planning In NATO Despatch No, 107 of January 13 from the Permanent Representative to the North Atlantic Council raises the question of the responsibility of NATO for global defence problems. This question was considered last year in connection with the U.K., Ismay and Alphand papers. The terms "global strategy" and "global planning" are both used. Sometimes.their meanings can be distinguished but on other occasions they seem to be used indiscriminately. 2, I am told by an officer of Chiefs of Staff that here in Canada the terms are distinguished, "strategy" being used in the sense of military policy and "planning" referring to the means to implement it. Thus, the JPC.in their paper of the 11th October replied to the question "Should the Standing Group be concerned with global planning and strategy?" in the following terms: "it would be unrealistic for the Standing Group to concern itself with the defence of the NATO area without taking into account overall global strategy in formulating NATO strategy. This does not mean that the Standing Group should be concerned with global planning." 3, It would be helpful, therefore, to know the answers to the following questions: (1) Do NATO military and civilian authorities distinguish between strategy and planning when speaking of global defence problems? (2) Would it be in the Canadian interest to attempt to maintain the distinction between the two aspects of the question? O ZV'l.t fu<.) 000322 �(3) Would we be in favour of NATO undertaking one task but not the other? 4, The attached annex gives quotations from various papers in which this matter has been raised during the last few months. They do not give any clear guide to the answers to these questions except to suggest that the Canadian military authorities would be prepared for NATO to undertake responsibility for global strategy but not for global planning. There is also a pretty clear indication that the former U.S. administration was firmly against NATO assuming responsibility for either or both aspects of global defence.
