As you are aware, Canadian a c t i v i t y i n
the T r i p a r t i t e Technical Gocperation Programme i s confined
t o t h e non-atomic f i e l d . The programme i s directe d by the
Sub-Committee on Non-Atomic Military Research and Development.
This i s , of course, a sub-committee of the Combined Policy
Committee.
Since t h e inception of t h e programme i n
December 1957, no occasion has a r i s e n which the Sub-Committee
f e l t needed t o be r e f e r r e d t o the C.P.C. Consequently., i t i s
our opinion t h a t from t h e non-atcmic and technica l viewpoint,
t h e r e i s no requirement for t h e appointment of Washington
deputies t o represent the C.P.C.
With reference t o the comment i n the
paragraph of t h e l e t t e r from the Under-Secretary of
for External Affairs r e i n s u f f i c i e n t information on
the attached report t o the Chiefs of Staff might be
