The Chairman,
Chiefs of Staff Committee,
Department of National Defence,
Ottawa, Ontario.
Combined Policy Committee
You will recall that last fall we
received from the State Department a draft Aide
Memoire proposing the re-activg-tiongj^jthe Combined
Policy___Commit_teewith expanded~terms~~bf reference.
On December 9, 1953, the Cabinet approved Canadian
participation on the Committee, along the lines
proposed by the United States.
V/e have now received the United
States Aide Memoire in final form and five copies
are attached. It.differs from the draft in two
respects; the first is merely procedural, the last
paragraph has been reworded so as to ask for our
agreement rather than our comments. The second,
which will be found in paragraph 5> has the effect of
proposing that the Combined Policy Committee be
reactivated by the other two Governments, Canada
and the United Kingdom, formally approving the
proposal in a reply to the Aide Memoire rather than
by calling an early meeting of the Committee to
approve its new terms of reference.
Also attached are five copies of
the Aide Memoire from the Canadian Embassy in
Washington dated March 31, 1959, formally advising
the State Department of the Canadian Government's
acceptance of the United States proposal.

As you know, it is intended that this
agreement should remain classified, even though the
Committee's existence would continue to be an unclassified
matter.
